STATEMENT OF WORK
Task Requirement Title: FY25-30 Identiv services to include CAD interface to COBOL
1.0 STATEMENT OF WORK
This Statement of Work (SOW) covers the Alarm system at Naval station Everett, Naval Magazine Indian Island, Naval Air Station Whidbey Island and Naval Base Kitsap. It describes the recommended effort, place of performance, travel, and technical requirements to complete the required work.
2.0 BACKGROUND
Navy Region Northwest's (NRNW) has installed a closed loop single security alarm system Region wide called Hirsch/velocity (HVEL ) owned by Identiv at Everett/Whidbey/Indian Island/Naval Base Kitsap with an Authority to Operate (ATO) each year from 2009-until its expected life cycle replacement in 2030 . We are required to maintain the software licensing per the Department of the Navy DOD Risk Management Framework (RMF) DoD 8510.01 in accordance with NIST SP 800-37 to comply with FISMA requirements. This will maintain our current existing alarm system (with an authority to operate on a network (ATO)). Supports RMF practitioners by providing access to DoD security control baselines, security control descriptions, security control overlays, and implementation guidance and assessment procedures. Vendor will support the Identiv/HVEL software to include the Consolidated Aided Dispatch (CAD) proprietary software provided to the Region and base level for support such that all identified operational problems and security vulnerabilities are mitigated by vendor provided with patches or within 30 days of the vulnerability to include code writing of Identiv source code to the IDETIV licenses or the Identiv CAD software integration source code. Vendor will write code as necessary for the interface with CAD Cobol software. OMB guidance to DoD Component program officials to develop, implement, and manage IT Security POA&Ms for all programs and systems they operate and control (for program officials this includes all systems that support their operations and assets). The following licenses are proprietary software which was customized by Hirsch/Identiv to our unique situation in CNRNW to allow alarms to report through an interface to the CAD COBOL software: Global service level agreement which is an Annual requirement, SLA maintenance visit which is a Quarterly requirement, and Computer Aided Dispatch (CAD) integration maintenance, quarterly.
3.0 SCOPE (PURPOSE AND OBJECTIVES)
Upon successful completion of this task, the following specific objectives shall be met:
a. CNRNW IT will control the annual licenses and technical Support calls to service desk. Includes telephone support for all software licenses during normal business hours (8:00am - 5:00pm M-F Pacific Time, USA). This includes four site visits for three days each visit. Problems corrected on site and or delivered in a new service pack or new release. Assures access to future releases or service packs (including new features) for licensed installations under maintenance to include CAD interface to COBOL. Contractor will work alongside CNRNW IT personnel who will provide access to systems with passwords (no passwords will be given out to contractors and IT personnel will provide access), network cannot be operated /connected to outside CNRNW network and all backups will be handled inside CNRNW network.
b. Updating the latest HVEL/Identiv licenses to include the proprietary software which was customized by Hirsch/Identiv to our unique situation in CNRNW to allow alarms to report to the CAD interface to COBOL at all bases to include the services for the following critical components: CAD- SYSTEM Computer Aided Dispatch Velocity Server source code writing may be involved, HVEL software, and HVEL third client license.
c. Writing code to correct problems delivered in a new service pack or new release for all HVEL/Identiv software to include CAD software.
d. Technical support - The service level agreement covers the project, process, testing, operation, and change management of all the systems that relate to HVEL/Identiv products to include CAD software. It includes a combination of routine four quarterly onsite maintenance visits, telephone, e-mail and engineering support of the production environment.
e. Maintenance and support will cover the server system architecture, and all HIRSCH Velocity aspects of the system to include the interface to CAD software.
f. HIRSCH Velocity CAD interface updates will follow the normal IDENTIV Engineering Cycle. Bug remediation.
g. Collect and document all changes to the source code of any system or program. Incorporate the lessons into plans for CNRNW IT for Maintenance Management of the System.
h. Collect and document proposed changes to the software licenses, instruction procedures or other manuals to include the CAD interface.
4.0 GENERAL REQUIREMENTS
a. The Contractor shall provide necessary personnel, materials, equipment, and other services required to perform the work. The Contractor shall also provide recommendations and advice relating to Hirsch products to CNRNW IT to maintain the system in good working order, which might provide organizational design procedures, and information systems related to efficient and effective maintenance, general shore infrastructure management, and business process reengineering to include CAD software to Cobol.
b. Have the ability to provide a copy of "Identiv Software Support Agreement" in effect for all new software releases and updates to include any new updates for CAD integration to Cobol, cyber threat integrating for cybersecurity improvements for both Operating system for workstation and Server environments as well as Firmware deployed for Panels and Readers if required and for the CAD integration to Cobol
5.0 Deliverables
1. Site visit Planning Pre-Trip Planning- Go over existing issues presented by CNRNW IT, open cases from last visit, and re-address closing issues from the last visit if any on any Identiv software to include Cad interface software to Cobol to include any source CODE changes to any software. POC Email IT POC or designee to verify the day date time.
2. Kickoff Meeting Kickoff Review - Meet with IT POC or designee to discuss expectations/plan of action, document pain points upcoming moves/adds, or changes to the structure of the systems if any to include any IA updates or Source code changes.
3. OS System Review Gather all system analyses from the five bases, including network issues, software system, and hardware to include any issues from CAD interface to Cobol for any inconsistent issues with any of the bases.
