About this opportunity

NAVSUP Fleet Logistics Center Norfolk is issuing a sole source notice for a Mixed Gas Analyzer (MATE MGA) system and helium channel installation to support the Naval Submarine Medical Research Laboratory in Groton, Connecticut, with a response deadline of June 9, 2026. The procurement will proceed under Simplified Acquisition Procedures without full and open competition, as authorized under FAR 6.103-1.

The requirement is for a MATE MGA Model 1100 4 GAS system capable of monitoring nitrogen, oxygen, carbon dioxide, and argon, along with Sample Altitude Measurement software and hardware, plus a 100 percent helium channel install to enable fifth-gas monitoring. The equipment includes 12 months of parts and labor with onsite warranty, with required delivery by August 20, 2026. The justification for sole source rests on three factors: the MATE MGA is purpose-built for hyperbaric systems and not commercially available elsewhere; the equipment must integrate with existing certified penetration ports on the NSMRL Genesis chamber; and the Air Force Research Lab currently uses identical MA Tech Services equipment, ensuring consistency in parallel research data analysis. MA Tech Services, Inc. holds proprietary data and operates as the sole provider with no authorized resellers. This notice is not a request for quotes, but the Government will consider all bids, proposals, or quotations received by the closing date, with the determination to proceed based on sole source justification remaining at Government discretion.
