Justification for Sole Source Procurement

This is a Justification for Sole Source document under Simplified Procedures (MPT to SAT) for Purchase Request Number 1301374261 issued by NAVSUP Fleet Logistics Center, Norfolk Contracting Department.

The Naval Submarine Medical Research Laboratory requires two specific items from MA Tech Services, Inc.: a MATE MGA (Mixed Gas Analyzer) Model 1100 4 GAS system for monitoring N2, O2, CO2, and Ar with SAM (Sample Altitude Measurement) software and hardware including 12 months of parts and labor with onsite warranty, and a 100% Helium Channel Install (Part Number 2311100HE-G) to enable additional fifth gas (Helium) monitoring and sampling. The required delivery date is no later than August 20, 2026, with an estimated total cost that is redacted from the document. The procurement is justified as sole source based on three primary factors: the MATE MGA is a purpose-built gas analyzer designed specifically for use in Hybaric systems and is not commercially available from other sources; the equipment must be compatible with existing penetration ports on the NSMRL Genesis chamber certified by Naval Sea Systems Command (NAVSEA); and the Air Force Research Lab (AFRL) currently uses MA Tech Services equipment, and purchasing identical equipment ensures consistency in data analysis between parallel research efforts. Additionally, MA Tech Services, Inc. holds proprietary data, is the sole provider of the required items, and maintains no authorized resellers. The Contracting Officer, Kaitlin O'Brien, has determined that circumstances justifying sole source procurement are reasonably available and has authorized this procurement to proceed without full and open competition.

Source Selection Information – See FAR 2.101 and 3.104

Naval Sea Systems Command (NAVSEA) currently has existing penetration ports installed that the required items must be compatible with to allow the gas samples to exit the Genesis chamber to the MATE MGA. All of the penetration ports are on the NSMRL Genesis chamber, and NSMRL will work with NAVSEA to arrange proper and approved fittings, equipment, and procedures to integration the MA Tech Services MATE

MGA on the manned certified Genesis chamber. The MA Tech Services, Inc. components are the only MGA specific components known to be compatible with the existing penetration ports.

Additionally, The Air Force Research Lab (AFRL) currently uses the equipment manufactured by MA Tech

Services, Inc. Purchasing the same equipment as AFRL will ensure that there is no deviation in data analysis between future studies and/or studies performed independently but parallel in effort.

☒ A patent, copyright or proprietary data limits competition.

MA Tech Services, Inc. holds proprietary data and is the sole provider of the required items. The vendor does not have any authorized resellers of the required items.
