The contract will cover comprehensive service and maintenance including parts, labor, preventative maintenance, lubrication, calibration, battery exchange, upgrades, and unexpected breakdowns for the period from September 6, 2025 through September 5, 2026. This is a sole source procurement under FAR 13.106-1 authority, with Neocera Magma LLC (10000 Virginia Manor Rd., MD 20705-4206) as the intended contractor due to their status as the Original Equipment Manufacturer (OEM) of the SMM and their unique ability to provide proprietary components and software. While other responsible sources may submit capability statements, the Government reserves discretion not to compete this contract based on responses received. The solicitation was posted on July 1, 2025, with offers due by July 16, 2025 at 4:00 PM Eastern Time, and all proposals must be submitted electronically to Christina.l.staggs.civ@us.navy.mil.

Neocera Magma LLC is both the intended sole source contractor and the incumbent OEM for this specialized scientific equipment. The contract includes three primary line items: the main service and maintenance agreement, a Contract Data Requirements List (CDRL) for an Operating, Support, Health & Safety Hazard Analysis Report, and a CDRL for an Environmental, Safety and Occupational Health Plan. The contract is structured as a firm fixed-price arrangement for the 12-month service period. All contractors must maintain proper registration in the System for Award Management (SAM), and any amendments or changes will be posted on sam.gov, with post-closing amendments only provided to offerors who submit quotes.
