About this opportunity

The Library of Congress, through its Contracts and Grants Directorate, has published a Special Notice announcing its intent to award a sole-source, firm-fixed-price service maintenance contract to Waters Technologies Corporation. This procurement action pertains to comprehensive maintenance and support services for three existing Wyatt-brand detector instruments located at the Library's Capitol Hill facility. The contract value falls below the simplified-acquisition threshold of $350,000 but exceeds the public-notice threshold of $25,000, triggering the requirement for this public announcement. The Library is pursuing a sole-source award rather than open competition, meaning no proposals from other vendors will be solicited and no separate written solicitation will be issued. This Special Notice serves as the sole public notification of the Library's intention to award the contract, with the Justification and Approval document posted publicly in advance of award rather than after, eliminating the need for subsequent postings.

The primary objective of this procurement is to secure a comprehensive service agreement for maintenance, repair, and technical support of three Waters Corporation detectors—specifically the DAWN, ViscoStar, and Optilab instruments—used in gel-permeation-chromatography applications within the Library's Preservation Research and Testing Division. The contract period runs from July 1, 2026, through June 30, 2027, with four optional one-year renewal periods extending through June 30, 2031, with a response deadline of April 14, 2026. Waters Corporation qualifies as the sole responsible source under FAR 6.302-1(b)(1) because it is the only vendor capable of providing the required services, given that Waters does not authorize third-party repair and certification and competitors have declined to offer service agreements for this equipment. The service agreement includes on-site repairs within five business days, annual preventative maintenance inspections, unlimited technical support via phone and email, software support, and loaner instrument provisions during factory repairs, with all technicians required to be Waters-trained and certified. No competitive proposals are being solicited, and procurement is restricted to Waters Technologies Corporation based on its unique technical capabilities and the Library's determination that sole-source acquisition represents the most cost-effective and operationally sound approach.
