C.1 STATEMENT OF WORK
C.1 OVERVIEW/BACKGROUND
The Preservation Research and Testing Division (PRTD) of the Library of Congress (Library) requires contract support for a 12-month Preventative Maintenance Service Contract (with four subsequent option years) for Waters Corporation’s Wyatt-brand DAWN (serial # 3829-D3HC), ViscoStar (serial # 707- V3), and Optilab (serial # 3850-OP1) detectors running gel-permeation-chromatography (GPC) applications. These instruments are used for research and routine testing of a broad range of Library collection materials by analyzing organic compounds, based upon their size and molecular weight. For this purpose, they require nearly 100% uptime, with consistent and unvaried operation spanning years of continual use.
Without a continued-maintenance contract, these instruments will not be supported and failure to analyze Library collection material samples with this system may adversely impact the long-term preservation of Library collections. The service-support agreement will include all necessary repairs, parts (except for consumables), an annual on-site preventative maintenance service, software upgrades, phone and technical support, and the possible use of equivalent loan units if the instruments are required to be sent for factory repair.
C.2 SCOPE
The contractor shall provide a comprehensive on-site service agreement for the Wyatt-brand detector suite (comprising DAWN, ViscoStar, and Optilab detectors). The service-support agreement will include all necessary repairs, parts (except for consumables), an annual on-site preventative maintenance service, software upgrades, phone and technical support, and all necessary travel costs. Additionally, all parts installed during the contract period will be guaranteed for one year.
C.3 REQUIREMENTS
C.3.1 The contractor shall provide a comprehensive support agreement for the Wyatt-branded DAWN (serial # 3829-D3HC), ViscoStar (serial # 707-V3), and Optilab (serial # 3850-OP1) detectors including:
C.3.1.1 Priority on-site instrument repairs, including repairs caused by normal wear and tear, any and all parts, shipping, labor, and travel costs.
C.3.1.2 One annual, on-site, preventative maintenance inspection and service, including any parts, shipping, labor, and travel costs.
C.3.1.3 Unlimited and priority technical support by phone and email.
C.3.2 Unlimited software support for ASTRA software used to operate instrumentation, including updates, application troubleshooting, and phone support.
C.3.3 The contractor shall provide an unconditional warranty on all parts used for service, repair, or replacement for one year from service.
C.3.4 All parts used in repairs/service will be Waters-certified parts for the Wyatt-branded detectors, and all contractor’s technicians or service personnel will be trained and certified by Waters for working with the covered hardware.
C.3.5 Contractor shall provide matching “loaner” instruments if the specific units covered require factory repairs, for use until complete reinstallation and recalibration of original units.
C.3.6 The contractor shall provide repairs on-site within 5 business days of notification from the Government of the need for repair of the instrument. If this is not possible due to engineer unavailability, need-to-order parts, or other unexpected occurrences—including weather, natural disasters, or facility availability—the contractor shall notify the Library Contracting Officer Representative (COR) within 5 business days of such a delay and schedule repair service within 5 business days of notification from the Government of the repair need. All repairs shall be completed within 21 calendar days of the date the Government reported the repair need to the contractor.
C.3.7 Safety – The contractor shall follow normal laboratory safety procedures made available to the contractor. The contractor is also responsible for their own safety and will advise Library staff of any additional safety requirements beyond normal laboratory operations.
C.3.8 Security – The contractor must adhere to all Library and U.S. Capitol Police physical security protocols and offsite screening procedures. These requirements may change during the course of the contract and it is the responsibility of the contractor to stay in compliance with current regulations.
