About this opportunity
The Naval Surface Warfare Center Crane Division intends to issue Job Order 0002 under Basic Ordering Agreement N0016425RWP20 for engineering services and supplies supporting the AEGIS AN/SPY-1 radar system, MK99 fire control system, radar transmitter groups, and ancillary radar system equipment. The Department of the Navy Naval Sea Systems Command is seeking comprehensive engineering and technical services, labor, materials, equipment and resources for installation, troubleshooting, repair, development of enhanced capabilities, upgrades, and technical refresh of these specialized radar and fire control systems. This procurement is being conducted as a sole source acquisition with Raytheon Company of Marlborough, Massachusetts as the intended contractor, justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1 because Raytheon is deemed the only source capable of providing the required services for these specialized systems. The synopsis was issued on August 12, 2025, with responses due by September 10, 2025 at 4:00 PM EDT. While this is structured as a sole source procurement, all responsible sources may submit capability statements or proposals for government consideration, though the decision to compete or maintain sole source status remains at the government's discretion.
This procurement does not utilize any set-aside designations and identifies Raytheon Company as both the intended sole source contractor and likely incumbent provider for these specialized defense systems. The contract structure includes a one-year base period plus four option years, providing a potential five-year total performance period for the comprehensive radar and fire control system support services. The notice indicates that the maximum order value under the existing Basic Ordering Agreement N0016425RWP20 will remain unchanged, though specific dollar amounts are not disclosed in this pre-solicitation notice. The procurement falls under NAICS code 541330 for Engineering Services and PSC code J012 for Maintenance/Repair/Rebuild of Fire Control Equipment. The technical complexity and specialized nature of the AEGIS radar systems and associated fire control equipment necessitates the contractor's deep expertise in these proprietary defense technologies. The job order approach under the existing BOA structure suggests this represents ongoing support requirements rather than a new contract vehicle development.
