THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY-Special Notice of Intent to Sole Source. This is a notice of intent to award a sole source modification to an existing Call Order for Customer Relationship Management (CRM) development support of several on premise installations of Microsoft Dynamics CRM in accordance with Federal Acquisitions Regulation (FAR) Parts 5.2, 12 and 13.501(a)(1)(i). The Government intends to award a Firm-Fixed Price (FFP) sole source modification to TrueTandem located at 520 Huntmar Park Drive, Suite A Herndon, VA 20170. The associated North American Industry Classification System (NACIS) Code is 541511 and the Business size standard is $25,000,000. The Product Service Code is D308.

The current incumbent has been providing support for mission-critical software since 3/8/18. Peace Corps needs to extend this Call Order to ensure that OCIO retains valuable knowledge and services for both the Microsoft Dynamics CRM and the Peace Corps domain. The resources serving under this Call Order support Agency CRM, a central piece of Peace Corps in-service Volunteer platform. The existing contractor has become an expert on the complicated Volunteer data model and the creation of detailed VIDA reports for use at Post and HQ. The contractor (s) has extensive knowledge of Agency CRM, CRM applications VIDA, CARS, MAXx, and PCGO as well as non-CRM applications including CIRS and VRT. The detailed knowledge possessed by the contractor cannot be readily replaced.
The competitive follow-on contract for this scope is currently under technical evaluation, but will not be awarded by the current Call Order expiration date of 9/11/19. Without a continuation of services the agency would lose significant institutional knowledge surrounding these mission-critical software applications, and would be unable to support ongoing application bug fixes and updates. In addition, it is vital to the agency to have a transition period where the old Call Order and new contract overlap for the transfer of institutional knowledge. As such, the agency is extending the Period of Performance of the current Call Order from 9/11/19 to 12/30/19.
This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement by the specified closing date. A determination by the Government not to compete this procurement action based upon responses to this notice is solely within the discretion of the Government.
