About this opportunity
The Naval Surface Warfare Center (NSWC) Crane Division is seeking to procure a Bill of Materials Obsolescence Scrub for critical submarine battery monitoring systems through solicitation N00164-25-Q-0814. The procurement involves a comprehensive obsolescence analysis for two specific L3 Harris Technologies systems: the Automatic Battery Monitoring System (ABMS) model 10-4725-F1 and the Battery Current Measuring System (BCMS) model 10-4729S, which monitor Submarine Valve Regulated Lead Acid batteries on various submarine classes including VIRGINIA class submarines. The contractor must deliver a detailed report within 120 days of contract award that includes an executive summary, methodology, component part number details, obsolescence risk status for each part, recommended mitigation strategies, and cost estimates for addressing potential obsolescence issues. This solicitation is being issued as a sole source procurement under FAR 13.106 procedures, though the government will consider capability statements from all responsible sources. The solicitation closes on September 3, 2025, at 12:00 PM Eastern Time, with quotes due by that deadline.
This procurement is not designated as a set-aside for small businesses and is being sole sourced to L3 Harris Technologies due to these systems already being integrated into the customer's program. The contract value is established at $70,040.00 for a single lot, representing a firm fixed price arrangement. The work involves analyzing obsolescence risks for one complete Bill of Materials scrub covering both monitoring systems, with delivery required 120 calendar days after contract award. Performance will be managed through NSWC CRANE Warfare Center in Crane, Indiana, with Nicole Moore serving as the technical point of contact. Contractors must maintain proper registration in the System for Award Management (SAM) to be eligible for award consideration.
