About this file

This Statement of Work (SOW) details a Bill of Materials (BOM) Scrub for the Automatic Battery Monitoring System (ABMS) and Battery Current Measuring System (BCMS) by Naval Surface Warfare Center, Crane Division (NSWC Crane). The BOM scrub focuses on two specific models: 10-4725-F1 (ABMS) and 10-4729S (BCMS), which are utilized for monitoring Submarine Valve Regulated Lead Acid (SVRLA) batteries on various submarine classes, including VIRGINIA class submarines.

The contractor is required to perform a comprehensive obsolescence analysis, delivering a detailed report within 120 days of contract award. The report must include an executive summary, methodology, component part number details, obsolescence risk status for each part, recommended mitigation strategies, and a cost estimate for addressing potential obsolescence issues. The primary objective is to assess and provide solutions for parts at risk of no longer being supported, ultimately ensuring continued life cycle support for these critical battery monitoring systems.

ABMS and BCMS BOM Scrub Statement of Work

DD MMM 2025

1.

Naval Surface Warfare Center, Crane Division (NSWC Crane) Code JXMT, BLDG 3287W

300 HWY 361

Crane, IN 47522-5001

Statement of Work

For BOM Scrub of ABMS and BCMS (Part Numbers (P/N): 10-4725-F1 and 10-4729S

1.0 SCOPE

1.1 NSWC Crane are the Acquisition Engineering Agent for the Automatic Battery

Monitoring System (ABMS) and Battery Current Measuring System (BCMS) Integrator Unit (S/N): 10-4725-F1 and 10-4729S respectively. They are utilized for Submarine Valve Regulated Lead Acid (SVRLA) Batteries to monitor battery parameters.

1.1.1 The ABMS monitors SVRLA Main storage battery voltages and battery/compartment temperatures for all classes of submarines.

1.1.2 The BCMS Integrator Unit monitors SVRLA main storage battery current for VIRGINIA class submarines.

2.0 BACKGROUND

2.1 This Statement of Work (SOW) describes performance of a Bill of Materials (BOM)

Scrub and requirements of the follow on Obsolescence report for 10-4725-F1 and 10- 4729S ABMS and BCMS modules (refer to L3H ROM QS25-0025). Obsolescence is known to be affecting procurement of replacement units and repairs of units submitted for depot level repair. The BOM scrub will provide the scope of obsolescence affecting the main storage battery monitoring equipment and provide the necessary information to access the best path forward for life cycle support.

3.0 REQUIREMENT

3.1 NSWC Crane requires a BOM scrub of all parts and subassemblies of the ABMS and

BCMS systems for obsolescent parts and parts that have a high risk of no longer being supported.

3.2 Provide an obsolescence report for ABMS and BCMS covering the following minimum information.

3.2.1 Executive summary establishing purpose and scope.

3.2.2 Methodology Utilized.

3.2.3 Component part number.

3.2.3.1 Affected subcomponent if part of a PCB or assembly.

3.2.3.2 Obsolescence risk status, (Obsolete, expected support timeline, stock availability, consumption rate, etc.).

3.2.3.3 Recommended mitigation strategy per component.

3.2.4 Mitigation Cost Estimate to encompass overall recommendation and expected cost to adjudicate.

3.3 DELIVERABLES

3.3.1 Perform BOM Scrub on ABMS model 10-4725-F1 and BCMS model 10-4729S and provide detailed Obsolescence Report.

3.4 SCHEDULE

3.4.1 Required completion date is 120 days after the contract award date.
