The contractor must provide all labor, equipment, materials, supervision, and transportation necessary to complete the work, along with a 5-year comprehensive warranty covering all labor and materials. The contract will be awarded to the lowest-priced, technically acceptable offeror, with the government reserving the right to award without discussions. The original proposal due date of August 18, 2025 has been extended to August 25, 2025 at 2:00 PM EDT, and mandatory site visits were required on July 24-25, 2025.

This procurement is designated as a Total Small Business set-aside under NAICS code 236220 (Maintenance and Construction of Office Buildings) with a size standard of $45 million. The estimated contract value ranges between $100,000 and $250,000, with no incumbent contractors identified in the documentation. The performance period is 90 calendar days after notice to proceed, though contractors may propose alternative delivery schedules if the mandatory timeframe is insufficient. The work will be performed at the Armed Forces Reserve Center located at Middletown, CT 06457. Additional technical clarifications indicate that the roof solar system is excluded from the project scope, and post-inspection change orders will be used to determine final repair, replacement, and upgrade requirements for the parking canopy solar system.
