About this opportunity

The Department of Energy Savannah River Operations Office (DOE-SR) is seeking qualified developers to construct and operate a solar power generation facility at the Savannah River Site (SRS) as part of its Cleanup to Clean Energy (C2CE) initiative. The goal is to achieve 100% carbon-free electricity usage at SRS by 2030. DOE-SR has issued a Request for Qualifications (RFQ) for interested parties to submit qualifications by April 19, 2024. DOE-SR will evaluate responses based on the offeror's experience, technical and financial capabilities, and proposed approach to developing a solar power generation project that can provide renewable energy attribute certificates to offset the site's electricity consumption. Key milestones include an information session on February 29, 2024 and interconnection application submissions due by August 30, 2024.

This opportunity is not set-aside. The main NAICS code is 221114 (Solar Electric Power Generation) and the PSC code is D306 (Power Production Equipment). There are no incumbent contractors identified. The anticipated agreement will include development, construction, and an initial 25-40 year operations term for a solar power generation facility of sufficient scale to meet the DOE's clean energy goals at the Savannah River Site, which encompasses over 6,750 acres of available land in Aiken, South Carolina.
