About this opportunity

The US Army Corps of Engineers (USACE) is seeking contractors to replace the asphalt shingles on Building 265 at Fort Riley, Kansas with photovoltaic (PV) solar shingles. The project aims to demonstrate the efficiency and reliability of advanced solar roofing technologies on a historic, single-story facility built in 1904. Key contract requirements include complete roof replacement, installation of a fully integrated solar shingle system, and comprehensive performance monitoring through data loggers to determine annual energy production. Interested parties must submit a capability statement by May 15, 2025, to CERL-CT-QUOTES@usace.army.mil, including company details, DUNS number, NAICS codes, small business classification, project experience, solar shingle installation expertise, electrical licensing information, and geographic operational capabilities. The evaluation will focus on contractors' demonstrated experience with solar shingle installations and ability to meet project specifications.

The contract opportunity is not designated for any specific small business set-aside and has an anticipated construction magnitude between $100,000 and $250,000. The total project timeline is relatively compressed, with all installation work required to be completed within 85 days after contract award. Contractors will be expected to remove existing roofing materials, install the new solar shingle system, and provide a comprehensive written report on installation performance. Following installation, contractors must conduct a 12-month monitoring period to assess the actual energy production and demand using industry-standard modeling programs and data loggers. The project will also require a warranty and maintenance commitment for the solar shingles and monitoring equipment. Submissions will be kept confidential, and while the government is not obligated to respond to all submissions, they will use the received information to develop their acquisition strategy.
