About this opportunity
The U.S. Army Corps of Engineers - Engineering Research and Development Center (USACE - ERDC), Construction Engineer Research Laboratory (CERL) has issued a Special Notice regarding a potential contract for replacing asphalt shingles with photovoltaic (PV) solar shingles on a historical single-story building at Fort Riley, Kansas. The notice specifically targets solar shingles manufactured in the United States that meet specific performance and appearance criteria. Tesla's solar shingle product is identified as meeting the desired specifications, prompting the government's intent to potentially solicit a brand-name procurement. The Special Notice falls under section 888(a) of the National Defense Authorization Act for Fiscal Year 2017 and is related to the roofing contractors sector with a NAICS code of 238160.
Contractors interested in this opportunity are invited to submit a detailed capability statement demonstrating their ability to meet the specified requirements by June 6, 2025. The solar shingles must have warranties exceeding 20 years for tile, power, and weatherization, be energy efficient with at least 17% efficiency, and meet Class IV hail impact, 90-mph wind resistance, and Class A fire resistance standards. The shingles must also aesthetically mimic the original slate tile shingles of the building. While this is not a formal solicitation and does not obligate the government to award a contract, interested parties must provide written submissions with sufficient detail for USACE to evaluate potential alternatives. Compatible products must comply with specific provisions including the Buy American-Construction Materials requirements. This is not a small business set-aside, and all submissions will be considered solely to determine whether to conduct an 'Or Equal' competitive procurement.
