About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base is seeking a geotechnical engineering investigation for a site at Hill Air Force Base in Utah. The primary objective is to perform a comprehensive soil compaction test and certification to determine the site's ability to support future radar and transport vehicle infrastructure. The investigation must assess the site's bearing capacity, specifically verifying it can support a minimum design load of 29 psi with an additional local bearing load of 75 psi. A licensed geotechnical engineer must core and probe the site, which is a former landfill, and provide an engineered stamp of approval documenting soil classification, seismic design parameters, and potential road or pad section recommendations. The solicitation (Number 2025-PZI-1518) is open until March 24, 2025, with a required period of performance of 60 days after order receipt and a 5-business-day notification requirement prior to commencing work.

This solicitation is designated as a Total Small Business set-aside, targeting testing laboratories and geotechnical services within the NAICS category 541380. The investigation will focus on three specific coordinate locations within the Hill AFB site, with boreholes planned to approximately 20 feet deep to reach underlying soils. The deployment area must be smooth and level within 3.0 degrees, capable of supporting the specified load requirements without deformation. While no specific award value is mentioned, the project is critical for supporting the Transceive Group (TG) radar system infrastructure. The primary points of contact are SSgt Ryan Connolly and 2d Lt Stuart Woller from the Department of the Air Force, with the place of performance located at Hill AFB, Utah (ZIP 84056). The investigation will require comprehensive testing including direct shear testing, soil classification tests, and consolidation testing to ensure site suitability for future military infrastructure deployment.

Notice text

The purpose of this effort is to perform a geotechnical engineered investigation and certification with an engineered stamp of approval. The provider will perform the investigation in order to provide a bearing capacity, soil classification, seismic design parameters, recommended road or pad section (if pavements/roads are needed). More specifically, there is a site on Hill AFB, UT that must be investigated for its ability to support a load of 29 psi plus a local bearing load (compressive stress) of 75 psi. This procurement will be done to support future radar usage and, in this case, to support the Transceive Group (TG) plus transport vehicle weight.
