About this file

This document is a Statement of Work (SOW) for a Soil Compaction Survey at Hill Air Force Base in Utah. The primary objective is to conduct a comprehensive geotechnical investigation of a specific site to determine its load-bearing capacity, with a focus on supporting the Transceive Group (TG) and associated transport vehicles. The investigation requires a licensed geotechnical engineer to core and probe the site, which is a former landfill, to assess soil conditions, bearing capacity, soil classification, and seismic design parameters.

The project specifications include testing three specific coordinate locations (41.157154, -112.007499; 41.158237, -112.008142; 41.157595, -112.008454) to verify the site's ability to support a minimum design load of 29 psi and a local bearing load of 75 psi without deformation. The period of performance is 60 days after receipt of order, with the provider required to notify the government 5 business days prior to commencing work. Primary points of contact are SSgt Ryan Connolly (CE) and 2d Lt Stuart Woller, associated with the Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base. The solicitation number is 2025-PZI-1518.

SOW Description: Soil Compaction Survey for Hill AFB, UT

1. Purpose: The service provider is to perform a geotechnical engineered investigation and certification with an engineered stamp of approval.

2. Period of Performance: Investigation completed within 60 days After Receipt of Order (ARO)

3. Requirement Specifics: Investigate whether the site is a hard packed surface, capable of supporting a minimum design load of 29 psi (200 kPa) plus a local bearing load (compressive stress) of 75 psi (517 kPa), necessary to support the Transceive Group (TG) plus transport vehicle weight without deformation (sinking-in). Note that the 75 psi bearing load applies to all roads used to transport the TG to the installation site. If the site is found to be suitable, provide the engineered stamp of approval.

Provider will perform the investigation in order to provide a bearing capacity, soil classification, seismic design parameters, recommended road or pad section (if pavements/roads are needed). In order to acquire this information, a licensed Geotech will core/probe to a proper depth to acquire this figure. The site is former landfill which may indicate poor material (likely will need to investigate to below the poor material).

4. Site Location: Coordinates 41.157154, -112.007499 (primary), 41.158237, -112.008142 (secondary), 41.157595, -112.008454 (road) these three locations need to be tested per the TPY-4 site requirements Location POC: SSgt Ryan Connolly; Email: ryan.connolly.3@us.af.mil

5. Special Instructions: The provider shall notify the government of their intent to perform the study 5 business days prior to work. Notification shall be given to the identified government POC or the alternate POC.
