About this file
This document is a set of draft response questions for a Soil Compaction Test solicitation at Hill Air Force Base in Utah. The solicitation (Number 2025-PZI-1518) requires a geotechnical engineering investigation to assess the site's ability to support heavy equipment, specifically a Transceive Group (TG) radar system and transport vehicles. The investigation must determine soil bearing capacity, classification, seismic design parameters, and potential road/pad section requirements.
Key technical requirements include testing boreholes approximately 20 feet deep through landfill material to reach underlying soils, conducting direct shear testing, soil classification tests, and consolidation testing. The deployment area must be smooth, level within 3.0 degrees, and capable of supporting a minimum design load of 29 psi plus a local bearing load of 75 psi without deformation. The precise locations are specified by coordinates (Primary Site: 41.157154, -112.007499; Secondary Site: 41.158237, -112.008142; Road Location: 41.157595, -112.008454). The investigation is for the Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base, with the goal of supporting future radar installation.

Text version
1. Are you aware of the depth and thickness of the landfill material? This information will help us determine the necessary borehole depth to reach underlying soils.
The exact depth is unknown but expected to be about 20 feet. The testing should penetrate through the landfill material all the way to terra firma.
2. Do you have a site plan or drawings available? If so, it would be helpful to see the locations and weights of any equipment or structures that may be present.
Figure 2
Figure 12 In addition to the radar and shelter, there will be two transport vehicles. Each transport vehicle’s weight is 109,000 pounds. The radar weight and shelter weight are in the table below.
3. Will there be any permanent structures constructed, including foundations, or will everything be placed on the existing grade?
There are no plans for permanent structures at this time.
4. We will conduct direct shear testing (for soil strength parameters), gradation and atterberg testing (for soil classification), and consolidation testing (for soil compressibility). Please let us know if you have any other specific tests you'd like us to include. Would you be interested in us conducting proctor tests to determine maximum compaction and optimum moisture content?
The additional tests are not a part of this requiement.
5. We wanted to check if any project plans or geotechnical information are available?
No geotechnical info available.
6. I notice in your scope of work, it says “these three locations need to be tested per the TPY-4 site requirements”. Do you have any kind of documentation detailing the TPY-4 site requirements?
The deployment area, as shown in Figure 2 and Figure 12 (above), shall [1] be smooth and level to within 3.0º maximum in all directions and shall [2] be a hard packed surface, capable of supporting a minimum design load of 29 psi (200 kPa) plus a local bearing load (compressive stress) of 75 psi (517 kPa), necessary to support the TG plus transport vehicle weight without deformation (sinking-in). Note that the 75 psi bearing load applies to all roads used to transport the TG to the installation site.
7. After currently reviewing the Statement of Work for the Soil Compaction Survey at Hill AFB, UT, and we would like to request a site visit to assess the conditions before proceeding further.
To ensure a thorough understanding of the site and project requirements, we kindly request a scheduled visit to the following locations:
Primary Site: 41.157154, -112.007499 Secondary Site: 41.158237, -112.008142 Road Location: 41.157595, -112.008454 Please let us know the available dates and any necessary procedures or security requirements for gaining access to the site. We will be happy to comply with any base entry requirements and provide the necessary documentation in advance.
Unfortunately, we cannot accommodate the request due to time constraints. Please factor the uncertainty/risk into the estimate.
