About this opportunity
The National Institutes of Health Clinical Center, Office of Purchasing and Contracts, on behalf of the Department of Transfusion Medicine, is seeking software maintenance and support services for the HemaComply system suite, which includes HemaComply-Lab, HemaComply-Equipment Manager, HemaControl1, and HemaConnect Donor System. These systems are critical infrastructure supporting the NIH Blood Bank's operations, which operates under FDA licensing and AABB accreditation to collect blood and blood components for transfusion and biomedical research. The contractor must provide comprehensive software maintenance, license support, system updates, and ensure continued functionality and regulatory compliance integration with the existing Blood Bank Computer System. This is a Notice of Intent indicating a sole source procurement decision, meaning no competitive evaluation criteria will be applied as the award is intended for a single identified contractor. The pre-solicitation notice was posted on April 1, 2026, with a response deadline of April 11, 2026, providing potential respondents a ten-day window to review the intent and submit relevant information.
No set-aside designations apply to this procurement. The current contractor and intended awardee is Champion Medical Technologies, Inc., doing business as Invita Healthcare Technologies, located in Lake Zurich, Illinois. The contract will be awarded as a one-year Firm-Fixed-Price purchase order with a period of performance from May 1, 2026, through April 30, 2027. The specific dollar value or budget ceiling for this maintenance and support services contract is not disclosed in the pre-solicitation notice. This sole source procurement is justified based on the critical nature of the HemaComply systems to blood bank operations and their integration with existing NIH systems, indicating that continuity with the incumbent contractor is deemed necessary for operational and compliance purposes.
