About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis is seeking software licensing and renewal services to support the Mission Command Training Program (MCTP) contract. The procurement covers an Analytic Collaboration Tool, WCOPFOR Intelligence Analysis and REDCOP Tool, which are vital for sustaining the MCTP IT architecture. The agency is requesting feedback on commercial solutions, no-code/low-code options, cloud-based capabilities, DOD network compatibility with Risk Management Framework compliance, and firm-fixed price quotations including maintenance. Contractors can submit proposals for either the training contract RFP or the software RFQ independently, as evaluations will occur separately. All feedback must be submitted via email to jennifer.s.hayden.civ@army.mil and lindsey.c.nicolai.civ@army.mil by July 10, 2025 at 11:00 AM EDT with the subject line "MCTP Software License RFI and Draft RFQ 2 Feedback."

This opportunity does not utilize any set-aside designations and falls under NAICS code 513210 (Software Publishers) and PSC code DA10 (IT and Telecom - Business Application/Application Development Software as a Service). The procurement is structured as a pre-solicitation notice with a Request for Information and Draft Request for Quote, indicating the government is in the early market research phase. No incumbent contractors, specific award values, or budget ranges are identified in the notice. The timeline shows a 10-day response window from the June 30, 2025 posting date to the July 10, 2025 feedback deadline. The contract structure suggests this is a separate procurement from the main MCTP training contract, allowing vendors to participate in one or both opportunities independently.

Notice text

This requirement is for the purchase of software (SW) and licensing renewal in support of the main Mission Command Training Program (MCTP) contract. Support includes an Analytic Collaboration Tool, and WCOPFOR Intelligence Analysis and REDCOP Tool. Support for this SW is vital in that this sustains MCTP IT architecture used to support MCTP mission.

The evaluations of proposals and quotes for the separate MCTP efforts will occur separately.  Contractors may submit proposals in response to the training contract RFP without submitting quotes in response to the software RFQ and vice versa.

The Software Licensing contract will use NAICS 513210 – Software Publishers and PSC DA10 (IT and Telecom - Business Application/Application Development Software as a Service).

We are looking for feedback including answers to: Do you know of any commercial solutions available to meet this requirement? Do you know of any commercial requirements that could be modified to meet this requirement? Can you offer a no-code/low-code option in response? Is your solution cloud-based? Has your solution been used successfully on the DOD network in a way that demonstrates compliance with Risk Management Framework (RMF) and other measures of compatibility and integration? Can you quote on a firm-fixed price basis including the maintenance portion?

Please provide all feedback to the above questions and Draft PWS including Salient Characteristics document NLT Thursday, 10 July 2025 at 11 AM EDT.  Feedback should be emailed (only) to jennifer.s.hayden.civ@army.mil and lindsey.c.nicolai.civ@army.mil with Subject Line “MCTP Software License RFI and Draft RFQ 2 Feedback.”  Thank you for your interest in this requirement.
