About this opportunity

The U.S. Food and Drug Administration's Human Foods Program is seeking software licenses and device warranties for four Oxford Nanopore Technologies GridION instruments used for Next Generation Sequencing operations that support genomic data collection and analysis for the GenomeTrakr network and NCBI public database. The procurement covers specific device IDs GXB02111, GXB02130, GXB03574, and GXB02077, with requirements including remote software and hardware updates, diagnostics, technical support, and device replacement capabilities when remote resolution is not possible. The contract structure includes a 12-month base period followed by four 12-month option periods under a Firm Fixed Price arrangement. Evaluation will be conducted based on technical compliance and price, with both factors weighted approximately equally, and vendors must submit separate technical volumes (limited to 10 pages) and pricing volumes. Critical deadlines include July 4, 2025, at 12:00 PM Eastern Time for question submissions and July 11, 2025, at 12:00 PM Eastern Time for quotation submissions, with a minimum 90-day quotation validity period required.

This opportunity is designated as a total small business set-aside under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing, limiting participation to qualified small businesses. The contract work will be performed at two FDA locations in Laurel and College Park, Maryland, with service delivery restricted to Monday through Friday, excluding federal holidays, and the contractor responsible for all associated travel costs. Key deliverables include online warranty delivery by September 28, 2025, to the designated government contact, Isha Patel. The procurement specifically targets four GridION instruments that are critical to the FDA's genomic analysis capabilities, with the awarded contractor expected to provide comprehensive technical support and maintenance services throughout the contract performance period. The government reserves the right to award without discussions and may communicate only with the most advantageous quoter to finalize the task order.
