This document includes draft information regarding anticipated Acquisition Strategy data for the upcoming USSOCOM Directorate for Force Management and Development (FMD) J7 Joint Collective Training Office (JCTO) Exercise Support. This notice is provided for purposes of providing Industry with current information and schedule one-on-one sessions with interested Industry partners.
Those contractors interested in proposing on this effort and desiring to provide value added feedback on the draft SOO and key elements of the strategy outlined within this notice must contact Ms. Jane Ellison, Contracting Specialist, jane.ellison@socom.mil, Mr. Michael Dorris, Deputy Chief, JCTO, michael.dorris@socom.mil, and Mr. Rich Bishop, Strategic Planner, richard.bishop@socom.mil NLT 11 Jan 2013, 1300 hrs EDT to attend Industry Day to be held on 14 Jan 2013 and request a one-on-one session with USSOCOM representatives to be held on 15 Jan 2013. This Industry Session is scheduled for 14-15 Jan 2013 in Tampa, FL at the Naval Operations Support Center (NOSC) Auditorium and NOSC Classroom for one-on-one at MacDill AFB, FL. Individuals who cannot access MacDill AFB will require coordination.
Please include within your confirmation of attendance and meeting request a list of names for those personnel that will attend and a time preference if you have one for the one-on-one meetings. The times and duration of the sessions will be dependent upon the number of requests received. All interested parties will be contacted to establish the specific meeting time.
The current plan (response dependent) is to provide Industry with JCTO briefings on the first day (14 Jan from 0830-1500) clearly relaying the requirement as provided for in the Statement of Objective (SOO) to ensure that we have accurately captured our strategy and requirements in the written documents.
In addition to the meeting request, all interested parties are requested to provide written comments on the draft SOO. All responses are requested to be provided by 22 Jan 2013, 1400 hrs EDT, via email to the above POCs.

Overview:
USSOCOM intends to award a contract in support of Force Management and Development (FMD), J7 Joint Collective Training Office (JCTO) has the responsibility to train and exercise Special Operations Forces (SOF) worldwide. The intent of this effort is to identify the areas of interest where FMD J7 JCTO requires training and exercise Subject Matter Expertise (SME) across the entire SOF Enterprise.
The specific requirements are outlined within the attached draft Statement of Objectives (SOO).
Anticipated Key Elements of Basic Acquisition Strategy (Pending Approval):
Contract Type: Single Award Indefinite Delivery, Indefinite Quantity (IDIQ), This effort is anticipated to be set aside for competition of 8(a) certified companies.
Determined appropriate NAICS; 541990 All Other Professional, Scientific and Technical Services, Size Standard $14M Annually.
Basic Contract Period; 1 year base period with 4 - One-year Option Years, total period not to exceed 5 years.
Anticipated overall contract ceiling; $500M phased over 5 years, minimum guarantee not yet established.
Clearance; Prime Contractor will be required to have a Top Secret Facility Clearnance.
Background/Considerations and Discussion points for meetings that we desire Industry Feedback/Assistance:
1. Anticipate commerciality determination that will limit Task order cost types.
2. Commercial vs. Non Commercial (commercial only allows FFP, T&M, or LH contract types, additionally, Award Fee would be allowable as well)
3. One awardee as opposed to multiple award contract in order to synergize efforts and reduce duplication.
