USSOCOM
Directorate for Force Management and Development Joint Collective Training Office (J7)
Background
USSOCOM transformation shifts priorities to deployed
Special Operations Forces (SOF) and Theater Special
Operations Commands (TSOCs).
Greater emphasis on “SOF Enterprise Level Solutions”.
Force Management and Development (FMD) Joint
Collective Training Office (JCTO) consolidates training and exercise support across the Enterprise TSOCs and
Components.
Joint Collective Training Office
Designs and executes collective training across the SOF
Enterprise.
Establishes, manages, and executes SOF Exercises at
Strategic, Operational and Tactical levels.
Manages/oversees joint training activities at HAVE ACE, and at the Joint Training Support Center.
FMD JCTO prepares SOF to conduct wartime and assigned tasks in a
Special Operations Joint Task Force (SOJTF) and to interoperate with
Conventional Forces, Coalitions and Partner Nations.
Questions?
USSOCOM
Directorate for Force Management and Development Joint Collective Training Office (J7)
Vision, Strategy and Plan for the Way Ahead
USSOCOM
Background
USSOCOM Major Culture Change:
The Commander wants an effective and responsive Strategic Planning
Process (SPP) that provides “enterprise level solutions.”
The Commander has taken control of funding distribution.
Resources will be aligned with the CDRs Lines of Operations (LOO), SPP, Strategy, Plans, and JMETLs.
Return on investment will have to be documented to obtain future resources.
We must have a consolidated “Team” approach from now on. We must work together to integrate and leverage Component services and capabilities to support the TSOCs and SOJTF to enable deployed SOF operations.
Collective training and exercises must focus on operational readiness to prepare the TSOCs for joint/combined C2 and operations. Exercises will be also be used to address shortfalls/operational gaps and accelerate new SOF capabilities.
USSOCOM Exercise Program
Background
Specific Changes:
The Chief of Staff (COS), Headquarters Resource Sponsor (HRS) requested the Directorate for Force Management and Development (FMD), Joint Collective Training Office (J7) serve as the resource sponsor for the
USSOCOM Exercise Program.
The COS HRS consolidated all of the JCS Exercise funding lines into a single line starting in FY14 to be managed and overseen by FMD JCTO.
The COS HRS directed establishment of an USSOCOM Exercise Directive, that is currently under development.
The J8 Assessment Directors directed the FMD JCTO to work with J8
Requirements and the FMD Concept Development & Integration to establish a DOTMLPF Change Request (DCR) to formally establish a
“consolidated” Enterprise Level USSOCOM Exercise Program of Record.
This DCR is under development.
The FMD JCTO will serve as the advocate for exercise requirements and resources, POM Issues, UFRs etc.
Enterprise Level Exercise Program
What was the problem and why establish a consolidated Exercise
Program?
The Exercise Program has become complex, USSOCOM and Components utilize $60M+ in funding and support (not including TSOCs) a year on exercise activities without an established baseline or program of record.
No single resource sponsor has an enterprise-level understanding of SOF exercises, including requirements, funding, and the impact or value to SOF.
We anticipate responsibility to provide support for TSOC readiness and ability to conduct joint/combined SOF C2.
Collective training and exercises need to be consolidated and standardized.
– Provide tailored exercise design and staff training to ensure readiness to achieve
JMETL tasks, conditions and standards.
– Integrate current and emergent threats, SOF lessons learned, operational after action reports, Intelligence, and Cyberspace activities as appropriate.
– Integrate war game results, experimentation and S&T to enhance warfighter needs and understanding to accelerate development and new capabilities to the warfighter.
Joint Collective Training Office
Vision & Plan
The Vision is to manage, oversee, and fully integrate USSOCOM exercise capabilities, knowledge and resources across the enterprise into a consolidated exercise program. FMD JCTO will focus the consolidated exercise program on effectively and efficiently increasing TSOC and Component readiness.
The Plan is to establish an enterprise level exercise program that will:
Establish an Exercise Program Execution Plan, that incorporates exercise requirements, level of funding and personnel support.
Establish a management and oversight council made up of Representatives from the
HQ, Components and TSOCs to ensure the program is transparent across the enterprise.
Establish business rules for requirements, resources, planning, support, return on investment, and addressing issues and/or concerns.
Effectively compete for sufficient resources from MFP-11, Combatant Commander
Exercise Engagement (CE2) Training Transformation (T2) and Joint National Training
Capabilities (JNTC) Programs to support the requirements of the SOF Enterprise.
Provide greater flexibility to support planned and emergent training/exercise requirements with sufficient resources (funding, personnel, equipment and facilities).

Cyberspace Challenges
Exercise Integration
Immediate Cyberspace Challenges
Integrating Cyberspace Activities into Exercises
CJCS EXORD to incorporate realistic Cyberspace conditions into major DoD Exercises, February 2011.
Special Operations Joint Task Force
Need to define the Cyberspace Command & Control and support – Joint Cyber Center, Global Mission Support Center, HQ CYBERCOM, Cyber Support Element.
Need to define the Cyberspace, Policy, Processes, Tactics, Techniques & Procedures, JMETs and support.
Theater Special Operations Commands
UCP Change – USSOCOM provides greater guidance, direction and control.
Define Cyberspace work roles.
Determine level of required support.
USSOCOM Cyber OPT
Conducting mission analysis and working CYBERCOM and MARFORCYBER.
Cyberspace Catch 22 The phrase "Catch-22", "a problematic situation for which the only solution is denied by a circumstance inherent in the problem or by a rule.
Determine Cyberspace Workforce – Need to conduct mission analysis and mapping of
Cyberspace work roles at the HQ USSOCOM, Components, TSOCs and the SOJTF.
Cyberspace Readiness – Need to define Cyberspace Mission Essential Tasks and establish reporting via Defense Readiness Reporting System.
Mission Planning – Need to develop comprehensive Cyberspace annexes to
Operational Plans, Mission Planning, and Exercises, need trained Cyberspace planners.
Intelligence – Hard to understand the threat when we don’t have operational intelligence reporting, collection, targeting, Operational Preparation of the Environment, BDA;
thousands of attacks daily with no damage assessment or understanding of loss or impact?
Cyberspace Exercises – Hard to integrate and replicate realistic Cyberspace activities into exercises when we don’t have planners, integration of the Joint Information
Operations Range or M&S capabilities – we need to train against replicated operational attack/ damage.
Networks – The SOF Information Enterprise is a worldwide network; we are training to deploy a SOJTF but don’t know the C2; or how the Cyber Support Element and the Joint
Cyber Center will support; and TTPs are undefined.
Coalition / Partner Nations – The POTUS & SECDEF strategy is to work with and integrate coalitions & PNs in future operations, how do we integrate our C2 and
Cyberspace with their networks?
Focus Areas
Define & Understand the Threat.
Need to work with the J2 and translate threats to risk.
We need “ground truth” of Cyber attacks and emerging threats.
– What damage has or can be done. How many missions have been affected & to what level?
We need to know how these attacks occurred.
– So we can replicate as appropriate to train the force to prevent future attacks.
Know and Understand our Cyberspace Capabilities.
We need to establish a master list of Cyberspace capabilities (OCO, DCO &
DGO).
– We need to know what can be integrated into exercises to train the force. This trains warfighters on capabilities they can request and integrate into operations.
– This will also help to train the force on what capabilities we don’t have.
– We need to know what and how to request these capabilities and in determining
C2, TTPs and exercise and mission planning.
Focus Areas cont.
Integrate the Joint Information Operations Range.
