The United States Special Operations Command (SOCOM) is conducting market research for the SOCCENT Intelligence Services Support Contract, seeking a contractor to provide comprehensive intelligence operations support services. The contract will support both Headquarters and Theater Special Operations, including all-source analysis, HUMINT and SIGINT analysis, requirements management, collection management, planning, targeting support, and counterintelligence activities. Contractors must possess a Top Secret facility clearance and have personnel who are U.S. Citizens with Top Secret clearances and Special Compartmented Information (SCI) access eligibility. All contractor personnel will be subject to strict security requirements, including potential polygraph examinations and the ability to perform services in both CONUS and OCONUS locations. The sources sought notice is open from September 20, 2024, to September 30, 2024, with interested vendors required to submit capabilities statements via email to Capt. Jeffrey Wood and Lt. Col. Raissa Kliatchko.
The contract is designated as a Total Small Business set-aside under NAICS category 541990 (All Other Professional, Scientific, and Technical Services) with a PSC code of R423 for Professional Intelligence Support. Contractors must demonstrate the capability to provide personnel with top secret clearances who can be immediately "read-on" and operational upon task order award. The scope of work indicates a need for multiple personnel who can perform complex intelligence support functions with minimal external support. Successful vendors will be those demonstrating comprehensive intelligence capabilities, robust security clearance protocols, and flexibility to operate in diverse and potentially challenging operational environments.
