The AFTC intends to award a firm-fixed-price contract to YarCom Inc. for upgrading and expanding their Radio Frequency Monitoring and Direction Finding equipment that operates in the 9KHz-6GHz range. The acquisition is being processed under the authority of 10 USC 2302(b) as a sole source procurement to YarCom Inc., located in Incline Village, Nevada.

The primary purpose of this Special Notice is to notify industry of the Air Force's intent to proceed with this sole source contract while seeking information about other potentially qualified sources and their size classifications. The project involves upgrading existing system nodes, installing a new monitoring node at Plant 42, and implementing advanced Machine Learning/Artificial Intelligence techniques to enhance the 412 Test Wing's RF environment monitoring capabilities. Contractors who believe they can meet the requirements must submit a complete technical package with clear evidence of their capabilities, along with proper certifications and representations in accordance with FAR 52.212-3. All responses must be received by 11:00 a.m. Pacific Daylight Time on July 7, 2025, and submitted via email to the designated Contract Specialist and Contracting Officer. The contract is expected to span approximately 12 months from award, with major milestones including hardware installation, system validation, and final training phases.
