About this opportunity

The Air Force Test Center (AFTC) at Edwards AFB has issued a Special Notice announcing its intent to award a sole source, firm-fixed price contract to SAFS, INC for a brand name Novanta Corporation spectroradiometer system. The contracting directorate (AFTC/PZZF) intends to procure this analytical laboratory instrument under 10 USC 2302(b) authority as implemented by FAR 13.106-1(b)(1)(i) and DAFFARS 5313.501. This is a Synopsis of Contract Action (SOCA) rather than a formal solicitation, meaning no solicitation documents exist and the government is not requesting proposals or bids. The procurement falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees. The 412 Test Wing requires specific equipment including a PR-670 SpectraScan Spectroradiometer, associated accessory kit, and calibration package.

The primary purpose of this notice is to inform industry of the Air Force's procurement intent while seeking to identify other potentially qualified sources and their business size classifications. Interested vendors who believe they can meet the stated requirements must submit a complete technical package by the August 29, 2025 deadline, demonstrating their capability to provide the specified spectroradiometer equipment. The government emphasizes this is not a commitment to take procurement action and will not reimburse any costs associated with responding to the notice or subsequent information requests. Contractors must be able to supply the exact brand name equipment from Novanta Corporation, including the spectroradiometer unit, battery charger accessories, memory components, and a multi-year calibration service package. The notice serves as a market research tool to determine if alternative sources exist beyond the intended sole source recipient SAFS, INC.
