About this opportunity

The Indian Health Service's Great Plains Area Office-West seeks quotes for snow removal and de-icing services at 3625 5th Street, Rapid City, South Dakota, with quotes due November 3, 2026 at 12:00 p.m. CT under Amendment 0001. The requirement is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside, issued as a combined synopsis/solicitation (RFQ 75H70626Q00060) for a firm-fixed-price commercial item purchase order.

Amendment 0001, posted October 29, 2026, extended the closing date from October 26, 2026. Its Questions and Answers clarify that services must continue during facility closures when travel is permitted, that the 7:00 a.m. completion requirement is waived only during travel restrictions, that services beyond the existing award require Contracting Officer approval by modification, and that contractors are paid only for services rendered from actual snowfall removal. All other original terms remain unchanged.

The work covers approximately 3,459 square meters of parking lot and access roads and 110 linear meters of sidewalks. Scope includes parking lot and access road plowing, sidewalk and emergency exit snow and ice removal with de-icing, and snow hauling to vendor-approved locations in compliance with City of Rapid City ordinances. Service is triggered at 1 inch of snow accumulation for parking areas, and the contractor must mobilize within one hour of notification by the Contracting Officer's Representative. Service reports are due within 24 hours of completion, and an annual equipment and staffing plan is due within 30 days of award. Payment is monthly in arrears on verified service reports.

The base year runs November 1, 2026 through October 31, 2027, with four one-year options through October 31, 2031. Unit pricing must be all-inclusive, covering travel, lodging, per diem, fringe benefits, and federal, state, and local taxes. The NAICS code is 561730 with a $9.5 million size standard, and the PSC is S218, Housekeeping-Snow Removal/Salt. Incorporated clauses include FAR 52.212-1 (Sep 2023), safeguarding of information systems, Indian preference, and HHS compliance provisions. Quotes must be on company letterhead, signed, dated, and include the solicitation number, offeror name, address, telephone number, and a technical description of the offering.
