About this opportunity

The Minnesota Air National Guard's 133rd Airlift Wing is procuring a Snap-On Automated Tool Control Portal system through solicitation W50S7E-25-Q-0007, which includes one ATC Tool Portal with RFID technology, one handheld scanner kit, and complete installation services. This firm-fixed price procurement seeks a 24/7 tool tracking system that integrates with existing Snap-On Automatic Tool Control toolboxes previously acquired under contract W50S7E-21-P-0009, utilizing L5 Connect Software for aircraft maintenance operations. The government will evaluate quotes based on best value criteria considering price, technical acceptability, equipment capabilities, delivery time, and past performance through FAPIIS, SPRS, CPARS, and references. According to FAR 15.304, all evaluation factors combined are considered equal in importance to price. Quotes are due by August 12, 2025, at 3:00 PM CST and must remain valid through September 30, 2025, with all submissions directed electronically to the Contracting Officer at daniel.byler@us.af.mil.

This procurement is designated as a 100% small business set-aside under NAICS code 332216 (Saw Blade and Handtool Manufacturing) with a size standard of 750 employees, requiring vendors to be registered in SAM.gov with valid Tax ID, CAGE Code, and UEI. The current toolboxes referenced in this augmentation procurement were previously competed under contract W50S7E-21-P-0009, indicating an existing contractor relationship that this portal system will enhance. The procurement specifies one each of the ATC Portal system and handheld scanner kit, with technical requirements including 100-240VAC power, minimum 48-inch walkway, touch display, and at least 500 RFID tags. Performance will occur in St. Paul, Minnesota 55111, and while the specific contract value is not disclosed, funds are not currently available with no award to be made until appropriated funds become available. The government reserves the right to issue one contract or consider partial/multiple awards, encouraging multiple and innovative solutions from qualified small business vendors.
