About this file
This document is a Justification Review Document for a sole-source procurement of an Automatic Tool Control Portal by the National Guard Bureau. The procurement is for a Snap-On Automatic Tool Control Portal that provides 24/7 tool tracking for aircraft maintenance, using L5 Connect Software to work with existing Snap-On Automatic Tool Control (ATC) Program. The contract is a firm-fixed price, funded by O&M Air funds, and will be set aside 100% for small businesses. The justification cites 41 USC 1901 and FAR 13.106-1(b)(1) for soliciting from a single source, as market research did not find any compatible alternative systems from other manufacturers. The current tool control toolboxes were previously competed under contract W50S7E-21-P-0009, and this procurement seeks to add the ATC Portal to augment those existing toolboxes.
