About this opportunity
The Federal Aviation Administration, Southwestern Region is soliciting HVAC replacement at its Salt Lake City Airport Surveillance Radar facility near Morgan, Utah, with proposals due August 25, 2026. This is a total small business set-aside under NAICS 238220.
Place of performance is Morgan, Utah (Francis Peak, 4101'58.6"N 11150'18.5"W). The contractor must furnish all labor, equipment, materials, and supervision for demolition of two existing York Johnson Controls 15-ton units and installation of two new 15-ton AAON SB Series Model SB01620L000 units or FAA-approved American-made equal, with R-454b refrigerant, economizers, low ambient cooling capability, and freeze stats. Additional scope includes replacement of 50 ceiling tiles with LED fixtures, installation of counterbalanced back-draft dampers, comprehensive arc flash study per NFPA 70E, NFPA 70, IEEE 1584, and FAA JO 3900.64, electrical work, maintenance equipment provisioning, and minimum 3-year extended warranty. A temporary cooling solution with 24-hour run-in test certification is required to maintain continuous operations during transition. Performance period is 30 days from notice to proceed. Full redundancy of HVAC systems must be maintained throughout construction. The contractor must perform at least 25 percent of total contract work on-site using its own organization, though this percentage may be reduced at the Contracting Officer's discretion.
The estimated contract value is $250,000 to $500,000. Performance and payment bonds equal to 100 percent of contract price are required within 5 calendar days of award. Davis-Bacon prevailing wage rates apply. Evaluation uses lowest-price, technically-acceptable methodology, weighing relevant experience (three prior $250,000-plus HVAC replacement contracts over five years) and technical proposal equally. General liability insurance minimum is $500,000 per occurrence. Amendment 0002 (August 19) changed equipment specification to AAON SB Series Model SB01620L000 and extended proposal deadline from August 18 to August 25. All units must comply with Buy American Preference requirements.
