About this opportunity

The National Park Service Midwest Region seeks alarm monitoring and annual inspections at Sleeping Bear Dunes National Lakeshore, with proposals due June 26, 2026. The procurement is set aside for total small business and carries a firm-fixed-price structure.

Place of performance is Empire, Michigan (M-72). The contractor must provide 24/7/365 monitoring of 14 fire and intrusion alarm systems across 20 structures, annual inspections of 8 sprinkler systems at 7 additional locations, and monthly testing and reporting. Alarm systems comprise five brands: Bosch, ADT, EPS, Midstate, and Honeywell. The contractor's monitoring facility must be FM Certified and UL Listed with hot redundant backup systems compliant with NFPA 72 National Fire Alarm Code standards and NPS regulations (DO 58 and RM-58). All monitoring technicians must be U.S. Citizens; security clearance requirements apply only to law enforcement personnel who monitor and respond to active alarms, not to contractor personnel generally.

Period of performance runs one base year (52 weeks) from August 1, 2026, through July 31, 2027, with four one-year option periods exercisable at government discretion. The contractor must achieve full system operability within 10 working days of award. Upon alarm activation, the contractor must notify either Leelanau County Dispatch (231-256-8800) or Benzie County Dispatch (231-882-4487) depending on location. The contractor must provide operational and troubleshooting training to park staff coordinated with the Contracting Officer's Representative and submit monthly incident reports to the COR.

NAICS code is 561621, Security Systems Services (except Locksmiths); PSC is H363, Inspection—Alarm, Signal, and Security Detection Systems. The $25.0 million size standard applies. Service Contract Act prevailing wage rates (Wage Determination 2015-5955, Revision 4) for Michigan counties ranging from $13.62 to $49.71 per hour govern labor costs. Evaluation criteria include price, technical capability, and prior experience. Offerors must acknowledge receipt of Amendment 0001 to avoid rejection.
