About this opportunity
Air Mobility Command is issuing a Request for Information on behalf of Travis Air Force Base, California, to identify vendors capable of evaluating existing subgrade soil on Skymaster Drive and determining whether it can achieve 95% compaction; responses are due by May 20, 2026 at 8:00 AM PT. This is a Total Small Business set-aside. The work involves obtaining a representative soil sample from the existing subgrade in a full-depth reconstruction zone covering approximately 36,470 square feet (710 linear feet of roadway), performing all necessary testing per applicable codes and standards, and providing written recommendations on subgrade suitability, compaction feasibility without lime treatment or stabilization, strength and stability to support the pavement structure, and any need for geotechnical remediation. The findings must address moisture, density, and soil classification specifications. The project scope is divided into two areas: the primary eastern portion requires full-depth reconstruction and subgrade testing; the central portion is designated for mill and overlay operations only and does not require subgrade evaluation. Responders must provide business name and address, company representative name and title, business size and Small Business classification if applicable, CAGE Code, Unique Entity ID, and a capability statement. The RFI does not constitute a quote request or commitment to contract, and the Air Force will not accept unsolicited proposals or reimburse response costs. Responses should be sent to brandon.spratt.2@us.af.mil and janella.rivas@us.af.mil.
