About this file
This is a Statement of Work (SOW) for subgrade evaluation and compaction feasibility on Skymaster Drive at Travis Air Force Base in California, dated May 7, 2026.
The project involves roadway reconstruction requiring removal of approximately 6 inches of existing asphalt concrete and underlying aggregate base to a total depth of 18 inches, with replacement by 6 inches of asphalt concrete and 12 inches of aggregate base. Before reconstruction proceeds, the contractor must evaluate the existing subgrade to confirm it can adequately support the new pavement section and achieve 95% relative compaction per project density requirements. The scope of work requires the contractor to obtain a representative subgrade soil sample from the existing subgrade, perform all necessary testing in accordance with applicable codes and standards, and provide written recommendations regarding subgrade suitability, compaction feasibility without lime treatment or stabilization, strength and stability to support the pavement structure, and any need for geotechnical remediation. All findings must be submitted to the base for review and must address moisture, density, and soil classification specifications.

STATEMENT OF WORK
Subgrade Evaluation and Compaction Feasibility
SKYMASTER DR TRAVIS AFB CALIFORNIA
Base Project Number:
DATE: 7 May 2026
1.0 BACKGROUND
The existing roadway section consists of approximately 6 inches of asphalt concrete (AC). The planned reconstruction will remove the existing AC and underlying aggregate base (AB) to a total depth of 18 inches and replace it with a new section consisting of:
• 6" Asphalt Concrete
• 12" Aggregate Base
Before reconstruction proceeds, the project team must confirm that the existing subgrade exposed after removal can adequately support the new pavement section and can achieve 95% relative compaction per project density requirements.
2.0 PURPOSE OF WORK
The purpose of this work is to determine whether the in-place subgrade soil:
• Has sufficient strength and stability to support the new pavement structure
• Can achieve 95% compaction without requiring lime treatment or other stabilization
• Does not require additional geotechnical remediation
• Meets project specifications for moisture, density, and classification
3.0 REQUESTED SCOPE OF SERVICES
The party responsible shall obtain a representative subgrade soil sample of the existing subgrade, perform all necessary testing in accordance with applicable codes and standards to confirm the subgrade can achieve 95% compaction, provide written recommendations regarding subgrade suitability and any need for stabilization, and submit all findings to the base for review.
