About this opportunity
The U.S. Geological Survey Office of Acquisitions and Grants seeks design and construction of a solar photovoltaic array with lithium-ion battery storage and power conditioning system at the San Juan Magnetic Observatory in Cayey, Puerto Rico, with proposals due August 31, 2026 and a mandatory site visit on August 18, 2026. This is an unrestricted small business set-aside with firm fixed-price award under simplified acquisition procedures (FAR Parts 12 and 36).
Place of performance is Cayey, Puerto Rico. The system must provide 72-hour runtime capability to operate critical scientific equipment at full normal usage during utility power outages, successfully transfer power within 10 seconds or less of main utility power loss, and integrate an existing 55 kW Olympian diesel generator to charge the battery system. The contractor must size the photovoltaic array, lithium iron phosphate battery storage, and associated infrastructure independently; the government will not provide historical electrical consumption data or load studies. All work must comply with International Building Code, National Electric Code, International Fire Code, and ASCE Structural Engineering Codes, utilize commercial/industrial grade products with 20-year minimum service life, and maintain strict restrictions on ferrous materials within the exclusion zone surrounding magnetic measurement equipment. Buy American Act compliance is preferred; non-U.S. materials require Contracting Officer approval. Period of performance runs from September 14 through December 13, 2026. Critical deliverables include AutoCAD shop drawings, product submittals, quality control documentation, operations and maintenance manuals, manufacturer warranties, and staff training certification. Evaluation uses Lowest Price Technically Acceptable methodology, assessing technical acceptability on pass/fail basis; only proposals acceptable in all non-price factors will have prices evaluated. NAICS code is 237130. PSC is 6117.
