About this file
This is Amendment 0001 to an unrestricted business solicitation (Solicitation No. 140G0226Q0090) issued by the USGS OAG Denver Acquisition Branch with an effective date of July 31, 2026. The solicitation is for the design and installation of a solar and battery energy storage system at a USGS facility, classified under NAICS Code 237130 (Power and Communication Line and Related Construction) with a $45 million small business size standard. The contract will be awarded on a firm fixed price basis with a period of performance from September 14, 2026, to December 13, 2026.
The contractor is responsible for determining system configuration to meet specified requirements, including sizing the photovoltaic array, battery storage system, and associated infrastructure to provide 72-hour runtime capability. The solicitation indicates that conceptual layouts are acceptable for proposal submission, with full engineering and stamped design documents required after award. The government will not provide historical electrical consumption data, load studies, critical load lists, or calculated load demands; vendors must conduct their own facility analysis. Buy American Act compliance is preferred, with non-U.S. materials requiring Contracting Officer approval. Equivalent manufacturers and hybrid inverter platforms are acceptable if performance requirements are met. A site visit is available with contractors providing their own roof access equipment. Technical guidance is available from Kristen Lewis (klewis@usgs.gov), administrative support from Robin Davis (rmdavis@usgs.gov), and contracting matters from Philip Robinson (philip_robinson@ios.doi.gov). All offers must be valid for 60 days and acknowledge receipt of this amendment prior to the solicitation deadline.
