About this file
This is a Statement of Objectives (SOO) for the design and construction of a solar photovoltaic backup power generation system plus lithium-ion battery storage at the San Juan Magnetic Observatory in Cayey, Puerto Rico. The U.S. Geological Survey (USGS) seeks to replace an unreliable diesel backup generator with a solar and battery backup power system (S+B-BPS) to ensure continuation of critical data collection operations during utility power outages. The project will be executed under a single prime contract with a 90-day period of performance from issuance of the Notice to Proceed by the USGS Contracting Officer.
The primary contractor responsibilities include: designing and constructing a solar photovoltaic panel array (zero export/feed-in metering system) on suitable roof or ground surface; designing and installing a lithium iron phosphate (LiFePO) battery storage system with power conditioning in the Shop/Garage building; integrating the existing 55 kW Olympian diesel generator to charge the battery system; disconnecting critical equipment circuits from the generator and rerouting them to the battery backup system; installing a power conditioning system for voltage regulation; installing colored outlets to denote backup system circuits; and completing a telecommunications/internet-based fault notification system. The contractor must ensure the S+B-BPS provides sufficient power to operate scientific equipment at full normal usage for a minimum of 72 hours from utility power failure and successfully transfer power within 10 seconds or less of main utility power loss. Critical deliverables include shop drawings using AutoCAD, product submittals, quality control and assurance documentation, operations and maintenance manuals, manufacturer warranties, staff training certification, and a signed punch list. The site currently operates on 120/240 volts, single-phase power from the Puerto Rico Electric Power Authority (PREPA) with estimated three-day critical equipment usage of approximately 13 kWh. All work must comply with International Building Code, National Electric Code, International Fire Code, and Structural Engineering Codes (ASCE), utilize commercial/industrial grade products with 20-year minimum service life, and maintain safety protocols including strict restrictions on ferrous materials within the defined exclusion zone surrounding magnetic measurement equipment.

Statement of Objectives
San Juan Magnetic Observatory
New Solar and Backup Power System Installation
Project Background
The US Geological Survey (USGS) maintains geomagnetic observatories throughout the United States. The observatory in San Jaun, Puerto Rico serves as one of the links in the U.S. Geological Survey’s network of seismic and magnetic observatories, and the data gathered at the site aids the program which provides alerts for local, regional, and national emergency services. The Observatory is comprised of 14 buildings. The buildings were constructed in 1964 on land formally belonging to the Henry Barracks Military Reservation.
This Statement of Objectives (SoO) concerns the procurement and construction of a solar photovoltaic backup power generation plus lithium-ion battery storage system as well as power conditioning to support the science, buildings and equipment located on the San Juan observatory site.
Project Location
San Juan Magnetic Observatory
Bo. Montellano Marginal St. KM 58.2

Contracting Officer: TBD
Contracting Officer Representative (COR): Kristen Lewis
Facility Manager (FM): TBD
Site Representative (SR): Miguel Lopez
1. Project Information
The site currently contains a diesel backup generator. However, the generator has performed unreliably during extensive power outages. This is most likely due to the unconditioned power provided by the Puerto Rico Electric Power Authority. The project defined by this document is to construct a solar power plus lithium iron phosphate (LiFePO) battery storage backup power system (S+B-BPS) (Fig. 2 & 3) that shall serve as a backup power source in support of the scientific equipment on this facility to ensure continuation of the USGS data collection. The S+B-BPS shall be designed to switch over to power the designated buildings automatically if utility power fails. The generator shall still function as a secondary source of backup power in the event the BPS fails to provide enough power for the scientific equipment. In addition, a power conditioning system shall be installed to ensure that under-or over-voltage events are handled properly before reaching any of the buildings. The system’s BPS shall be installed at the site’s Shop/Garage Building (Fig. 1).
This project shall be constructed under a single prime contract.
1.1. Site Electrical Utility Power Information
The electrical distribution system was upgraded circa 2005. Electricity is supplied by the
Puerto Rico Electric Power Authority (PREPA) at the Government Secondary Metered
Service (GSS) rate. Power enters to the west of the gate through a pole mounted hook switch and is fed underground to a PCB-free transformer and meter box located near the generator.
The utility power supply is divided into two separately metered services: 100 amperes for the
911 Building (Fig. 1) which is leased out, and 200 amperes for the remaining USGS buildings. Both services are 120/240 volts, single phase.
Estimated three (3) day use for the critical equipment is ~ 13 kWh.
2. Contractor Tasks:
(The term “Contractor” refers to the awarded project contractor)
The primary objectives of the project are:
Contractor shall:
• Design and construct a solar power plus lithium-iron phosphate battery storage backup power system at the Shop/Garage building (Reference Fig. 2, 4, 5). The solar system shall not feed power back to the electric utility grid – that is, the system shall be a zero export/feed-in metering system.
• Tie in the already existing diesel generator to feed electricity into the battery system.
The generator is as follows:
Olympian Power System Model GEP50SP3. Serial OLY00000PRPF07522.
Manufactured 2004.
Standby duty. Delta connected.
120/240 volts, 229 amperes, single phase, 55 kW, 55 kVA, 1.0 power factor.
Perkins England engine, TPL No. 2326/1500. Serial AH51042*U621620L*
Note: It is up to the contractor to verify all equipment and site conditions.
• Design and construct solar power photovoltaic (PV) panel array for placement on the suitable roof or nearby ground surface (Reference Figs. 4, 5). Ensure that selected roof is structurally capable of supporting the weight of the array if that location is chosen for the array.
• Disconnect critical equipment circuits from diesel generator and re-route into battery backup system.
• Install a power conditioning system to ensure that under- or over-voltage events are handled properly before reaching any of the buildings.
• Install colored outlets at each endpoint to denote circuits that are connected to the battery backup system.
• Solely be responsible for verifying all utilities locations, facility/product dimensions and quantities. Any power usage or other quantities listed in this document are estimates only.
• Be responsible for securing any required permits from the state, county, or local offices.
• Protect landscaping and adjacent areas from damage while the work is being executed. Monitor excavation activities for unknown archeological resources.
• Ensure the site is left clean and orderly at the end of each day.
• Ensure all work is performed in a safe, professional manner according to accepted industry standards.
• Prepare and submit all required quality assurance reporting documentation in a timely manner.
• Accomplish all construction activities within the established construction time limits.
