About this opportunity
The National Institutes of Health Office of Logistics and Acquisition Operations issued a sole-source justification on September 23, 2026 for the purchase of the Covidien Situate device, a surgical sponge counting system, with a response deadline of September 25, 2026.
The NIH Clinical Center's Department of Perioperative Medicine is acquiring this device to prevent retained surgical sponges in patients post-operatively by supplementing manual counting processes in the operating room. The clinical requirement stems from evidence that x-ray detection of missing sponges succeeds only 67 percent of the time, extending operating room duration and anesthesia exposure. The department evaluated three competing technologies from Stryker, Steris, and Covidien before determining that the Covidien Situate best aligned with the department's counting procedures based on feedback from nursing staff, technicians, and surgeons. The procurement falls within the $10,000 to $250,000 threshold and is pursued under FAR 13.106-1(b) as a sole-source acquisition due to brand name specification and operational requirements unique to the organization's clinical workflow. The procurement request was dated April 9, 2026. No specific contract vehicle, delivery timeline, or pricing terms are disclosed in the justification.
Notice text
The purpose of this request is to purchase the Covidien Situate device. The device is used for counting sponges in the Operating Room. This device is needed to support the prevention of retained sponges in patients after surgery by helping ensure that all sponges are accounted for before the procedure is completed. AORN recommends that hospitals use adjunct technology to supplement the manual counting process for surgical soft goods as part of efforts to prevent retained surgical sponges. This unit is intended to support manual counting and help reduce the risk of human error.
This request is due to the change in practice in the operating room. To prevent sponges from being retained in a patient the operating room looked at several different devices to determine the one that would best support their practice. During a count if a sponge is missing an x-ray will only find the sponge 67 percent of the time and this also adds to the OR time and prolonged anesthesia exposure.
