About this opportunity

The Department of the Navy Naval Supply Systems Command has issued a Special Notice regarding site surveillance services at Naval Support Activity (NSA) Naples, Italy. This notice announces the government's intention to modify contract N6817122P0181 with the incumbent contractor, Singularity Security Group LLC (SSG), to extend the period of performance by six months from February 1, 2026, through July 31, 2026. The estimated value of this contract modification is approximately $2.4 million. The procurement will be conducted as a single-source action pursuant to FAR 6.302-1, as the government has determined that only one responsible source is suitable for these specialized services. The Navy published this notice on January 12, 2026, with a deadline of January 19, 2026, for interested parties to submit responses.

The primary purpose of this modification is to maintain continuity of site security management services for Intelligence Community-sponsored construction projects at the Capodichino C4I Building in Naples, Italy, pending the award of a follow-on contract anticipated to begin August 1, 2026. Although this is a single-source procurement, all responsible sources may submit a capability statement for market research purposes. Interested contractors must demonstrate overseas personnel deployment capabilities, evidence of SAM registration, and the ability to provide a security management team consisting of one Lead Construction Security Technician, sixteen Construction Security Technicians, and five Cleared American Guards, all of whom must be U.S. citizens. Personnel must hold the requisite security clearances (Top Secret for technicians and Secret for guards), possess construction and security experience, and maintain specific training certifications. The contractors must comply with Intelligence Community Directive 705 and Department of Defense security standards throughout the contract period, with operations occurring primarily during standard business hours Monday through Friday, though weekend and night shifts may be required.

Notice text

The Government intends to modify contract N6817122P0181 to extend the period of performance by 6 months from 01 February 2026 to 31 July 2026. The place of performance is Naples, Italy and the contractor is Singularity Security Group LLC (SSG). The estimated value of the action is approximately $2.4 million. The Government intends to solicit from only one responsible source pursuant to the authority of FAR 6.302-1 (10 USC 3204(a)(1)). The labor categories are within the scope of the basic contract. The short duration of these specialized services in an overseas location, the short turnaround time, and the continuity of management for personnel accreditation necessitate contracting with a single source. All responsible sources may submit a capability statement which shall be retained by the agency for market research purposes.
