SOURCES SOUGHT NOTICE
Site Security Services at NSA Naples, Capodichino C4I Building
1. The Contracting Activity is NAVSUP Fleet Logistics Center Sigonella (FLCSI) in Naples, Italy. This notice is a Sources Sought Notice and is strictly for market research purposes. This notice does not commit the US Government to contract for the services described herein. It also does not commit the US Government to pay for any costs incurred by interested parties in preparing their responses to this sources sought notice.
2. The government is seeking sources interested and capable of providing construction security services as well as construction security surveillance services to support secure construction projects onboard Naval Support Activity (NSA) Naples, Italy In-Accordance-With (IAW) the Intelligence Community Directive (ICD) 705 and Department of Defense (DoD) policies.
Background - U.S. Government Intelligence Community-sponsored construction projects are subject to overarching and unique program considerations. The infrastructure, equipment, and services being acquired will be critical to ensuring that these construction projects comply with the requirements defined in the ICD 705, "Physical and Technical Security Standards for Sensitive Compartmented Information Facilities", and the DoD 5105.21-M-Volumes 1,2,3, "Sensitive Compartmented Information Administrative Security Manual", dated October 2012. In addition, the ICD 705 has several implementing documents to include Intelligence Community Standard (ICS) 705-I, ICS 705-2 and the "IC Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (SCIF), IC Tech Spec for ICD/ICS 705," Version 1.5 and known as the Tech Specs. Documents available at www.odni.gov.
The Contractor shall provide a construction security monitoring program which shall include all aspects of personnel and procedural security as required for supported secure projects to fully comply with ICD 705 and ensure successful accreditation of the secure facility. For Operational Security (OPSEC) purposes, contract documents will refer to projects under the purview of the ICD 705 as Secure Work Areas (SWA) in lieu of SCIFs, but the terms shall be interchangeable. The contract scope shall include the full range of construction security program management, administrative, construction surveillance operations, including demobilization and closeout. At a minimum, the Contractor shall provide all personnel, equipment, training, and supplies required to provide construction site security monitoring, IAW all applicable rules, laws and regulations to ensure that the facility is constructed in a manner to prevent technical compromise.
The Contractor shall provide a team of Construction Security Technicians (CST) and Cleared American Guards (CAG) to successfully protect the integrity of the SCIF areas throughout its construction. The purpose of a CST is to detect and deter the implementation of clandestine monitoring devices into US Government facilities that house and/or process classified materials/discussions. The purpose of a CAG is to perform access-control functions at all vehicle and pedestrian entrances to the site.
The magnitude of this effort is:
Site Security Management (SSM) staff consisting of one (1) Lead CST, sixteen (16) CSTs, and five (5) CAGs. The hours of site operation are 0700 - 1700 Monday through Friday with potential work on Saturdays and Sundays to include night shifts as required.
The position descriptions are:
(a) Lead CST – Shall meet all of the below requirements of a CST. Shall be US citizen with Top Secret clearance. Shall have completed the CST/CAG course (or equivalent), as well as an applicable TSCM (or equivalent). Shall maintain through the period of performance, a current Top Secret Clearance based on SSBI (Single Scope Background Investigation) within the last five years, and be DCID (Director of Central Intelligence Directive) 6/4 Eligible. Shall have experience with established security protocols and known challenges in assembling high-security systems coordinating procurements, transportation, storage and installation of the US Government provided collateral equipment.
(b) CST – Shall be US citizen with Top Secret clearance. Must have at least five (5) years of construction experience. Security experience may supplement up to two (2) years of construction experience if the security experience is directly related to Sensitive Compartmented Information Facility (SCIF) construction or physical security. Must be familiar with the sixteen (16) standard divisions of construction. All CST personnel MUST have construction experience in addition to CST, CAG, or Military experience. All CSTs must hold a valid certificate for the successful completion of a Forty (40) Hour or greater accredited CST training course. Must be able to stand, sit, bend, walk, kneel, and perform other related physical activities for long periods of time. Must have experience implementing and complying with the ICD/ICS-705 (version September 10th, 2015).
(c) CAG – Shall be US citizen with Secret clearance. Must have at least two (2) years of security/access control experience. Must hold a valid certificate for the completion of a CAG course or similar training certification. The CAG must be able to stand, sit, bend, walk, kneel, and perform other related physical activities for long periods of time.
3. Requested submissions: The US Government requests interested Contractors to provide the following items to benjamin.n.hardy.civ@us.navy.mil and roberto.pipolo.ln@us.navy.mil no later than 19 January 2026 at 16:00 local time (Naples, Italy).
a. A brief capability statement (1-2 pages) demonstrating your company’s ability to perform the work described above. This statement should include:
i. Information about your company, your capabilities, and how long you have been in business performing work similar to what is described for this requirement.
ii. Information about current or past projects or contracts you have performed similar to the work described for this requirement. Include a description of the project, your role in the project (prime or subcontractor), who the customer was, where the project took place, the total value of the project in US Dollars or Euros, and whether or not you successfully completed the project.
b. A brief statement declaring your interest and willingness to submit a quotation or offer should the US Government publish a competitive solicitation or otherwise provide you with a copy of the solicitation.
c. Evidence of your company’s current System for Award Management (SAM) registration demonstrating your company has an Active profile and is eligible to do business with the US Government. Please ensure your response includes your SAM Unique Entity Identifier (UEI) code, your Cage code, and your business size standard for NAICS 561612.
d. Evidence of your company’s knowledge and ability in assigning personnel to overseas locations to include Visa requirements, country clearances, Government systems.... etc.
e. Any questions or feedback you have about this requirement based on the information provided. The government seeks to utilize this information to determine its acquisition strategy for the follow-on SSM contract anticipated to begin on 01 August 2026.
