About this opportunity
The Defense Logistics Agency is procuring specialized engineering services to test and replace electrical wiring for automated hydrant fueling systems at Marine Corps Air Station Yuma, Arizona. This maintenance work is part of the Energy Automation Operational Technology Sustainment (EAOTS) program and specifically focuses on the Auto start/stop relays connecting the Programmable Logic Controller cabinet to both Rotary and Fixed wing fueling areas. The contractor must provide all personnel, equipment, and materials necessary to address identified wiring issues, including potential problems with Signal vault 4 where previous repairs may not have been completed properly. The work requires compliance with multiple technical standards including UFC 3-460-01, NFPA codes, and the National Electric Code, along with necessary security clearances and site-specific training. Proposals are due by August 16, 2025 at 3:00 PM local time, with the solicitation issued under number SP4706-25-Q-0017.
This solicitation is set aside exclusively for Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) under NAICS code 541330 with a small business size standard of $25.5 million. While no incumbent contractor is specifically mentioned, the work is being performed under the broader EAOTS contract SP4702-21-D-0002. The contract structure is firm fixed-price for a one-time service with an extremely compressed timeline, requiring all work to be completed between August 4, 2025 and August 16, 2025. The place of performance is at Marine Corps Air Station Yuma, Arizona, though the contracting office is located in Whitehall, Ohio through the DLA Columbus Division. Upon completion, the contractor must update the Master Site Inventory and perform preventive maintenance on any newly installed equipment.

As part of the Energy Automation Operational Technology Sustainment (EAOTS) Automated Hydrant Fueling Automation Maintenance (HFAM).
The task is to test and/or replace the old wiring for the Auto start/stop relays from the PLC cabinet to the Rotary and Fixed wing areas.
