About this opportunity

The Department of Labor's Office of Workers' Compensation Programs (OWCP) is seeking a contractor to maintain and update the Site Exposure Matrices (SEM) Database, a comprehensive relational database containing information about toxic substances used at Department of Energy (DOE) facilities and uranium sites. The procurement supports the Energy Employees Occupational Illness Compensation Program Act (EEOICPA), which provides compensation to workers with health effects from exposure to hazardous materials during nuclear weapons-related work. Key contract requirements include database maintenance, security, updates, research support, training, and providing a single experienced program manager. Vendors must have staff with DOE "Q" security clearance and demonstrate expertise in DOE facility record collection. The RFI requests vendor responses by January 6, 2025, with technical questions due by November 27, 2024, and the full technical description indicates a base year contract with four potential option years.

The contract is not set aside for any specific small business category and will be solicited under NAICS code 541990 with a size standard of $19.5 million. Paragon Technical Services is identified as the incumbent contractor under contract #1605DC-20-C-0014, though specific contract details were not disclosed. The government anticipates awarding a Labor Hour contract with cost-reimbursable Contract Line Item Numbers (CLINs) for travel and materials. The anticipated period of performance spans from March 31, 2025, to April 30, 2030, covering the base year and four option years. While specific award value was not explicitly stated, the complex nature of the work involving comprehensive database maintenance, research, and security suggests a significant investment in supporting the OWCP's critical mission of documenting and compensating workers exposed to toxic substances.

ORIGINAL POST

The DOL Office of Workers’ Compensation Programs (OWCP) is conducting market research for an upcoming procurement requirement titled Site Exposure Matrices (SEM) for the Division of Energy Employees Occupational Illness Compensation (DEEOIC). The scope of work involves maintaining, updating and providing subject matter expertise on the contents of a comprehensive relational database containing information about the occupational use of toxic substances at major Department of Energy (DOE) facilities and uranium sites covered under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA or Act).

Public Law 106-398, the EEOICPA of 2000, as amended, established a program to compensate nuclear weapons program workers diagnosed with adverse health effects from exposure to beryllium, ionizing radiation, and silica encountered in the course of nuclear weapons-related work for the United States.   The Fiscal Year 2005 National Defense Authorization Act, signed by President Bush on October 28, 2004, amended the EEOICPA by creating a new system of federal compensation called Part E.  The DOL administers Part E and affords coverage for DOE contractors and sub-contractor employees and certain individuals potentially covered by the Radiation Exposure Compensation Act (RECA) for exposures to an array of toxic substances and chemicals.

The DEEOIC has responsibilities under Part E of the EEOICPA to issue decisions concerning whether certain employees of DOE contractors or sub-contractors or uranium workers contracted illnesses as a result of exposure to toxic substances in their work environment.  It is essential that DEEOIC have accurate, timely, and useful information regarding toxic substances used at DOE sites throughout the United States.

The objective of this Request for Information (RFI) is to assess the marketplace for vendors that have the capability to maintain and update a comprehensive relational database of information regarding toxic substances at all major DOE facilities and uranium sites covered under the EEOICPA and must include:

1. SEM Database Maintenance

2. SEM Database Security

3. SEM Database Updates

4. “Q” Cleared Staff

5. Data Quality

6. Research Support

7. SEM training

8. Library

9. Contractor Acquired, Government Funded Equipment

10. Provide a single, experienced program manager to support the DEEOIC

11. Provide monthly and weekly reports detailing work performed during that period

The DOL encourages the vendor community to respond to this RFI to provide their feedback and insight to the DOL.

A full description of the requirement and answers to previously posed questions can be found in the RFI attachments.
