About this file

This document is a Request for Information (RFI) issued by the Department of Labor (DOL) Office of Workers' Compensation Programs (OWCP) for an upcoming procurement requirement titled "Site Exposure Matrices (SEM) Database". The RFI seeks feedback and information from vendors that can potentially provide capabilities related to maintaining, updating, and providing subject matter expertise on a comprehensive relational database containing information about the occupational use of toxic substances at major Department of Energy (DOE) facilities and uranium sites covered under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA).

The RFI outlines the required services, which include SEM database maintenance, security, updates, "Q" cleared staff, data quality, research support, training, library, and contractor-acquired government-funded equipment. The RFI also requires a single, experienced program manager to support the DOL's Division of Energy Employees Occupational Illness Compensation (DEEOIC). Vendors are asked to provide information on their core services, previous experience, pricing, start timeframe, and any concerns with the technical requirements. Responses are due by December 9, 2024 at 2:00pm ET, and technical questions are due by November 27, 2024 at 2:00pm ET.

1.0 DESCRIPTION

The DOL Office of Workers’ Compensation Programs (OWCP) is conducting market research for an upcoming procurement requirement titled Site Exposure Matrices (SEM) for the Division of Energy Employees Occupational Illness Compensation (DEEOIC). This procurement will involve maintaining, updating and providing subject matter expertise on the contents of a comprehensive relational database containing information about the occupational use of toxic substances at major Department of Energy (DOE) facilities and uranium sites covered under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA or Act).

The Government seeks industry feedback and questions related to the technical characteristics described herein. DOL may elect to ask one or more vendors to provide a demonstration of and answer questions about their product(s) after receiving the input from this RFI.
