About this opportunity
The National Institute of Standards and Technology seeks complete renovation of its inoperable Gaithersburg Site Effluent Treatment System, with proposals due August 7, 2026. The procurement is set aside for Woman-Owned Small Businesses.
Place of performance is Gaithersburg, Maryland. The wet tank—originally built in the mid-1990s to comply with Washington Sanitary Sewer Commission discharge requirements—requires full replacement of all internal components due to structural failure, corrosion, and inoperability. Scope includes new floor surfaces and support members; replacement of safety blowers, heaters, stir/agitation motor and shaft system, pH monitoring probes and signaling, and all explosion-proof electrical wiring and conduit; epoxy lining of the wet tank; lighting and electrical outlets; and demolition and replacement work to conform to current regulatory requirements. All interior tank components must be explosion-proof due to methane gas concerns. Contractors must mobilize within 10 calendar days of notice to proceed (estimated September 14, 2026). The NAICS code is 561210, Facilities Support Services; PSC code is Z1ND, Maintenance Of Sewage And Waste Facilities.
Technical evaluation (20 pages maximum) weighs plan of approach, company organization, personnel qualifications, quality control and safety procedures addressing confined space work and hazardous materials, three verifiable similar projects completed within three years, work assignment narratives with subcontractor details, and badging requirements. Schedule has no page limit. Price evaluation includes completed SF 1449, current SAM registration, complete cost breakdown, and bid bond at minimum 20% of quote amount from a Treasury-certified surety licensed in Maryland. Quoters must submit two separate volumes (Technical and Price) in Adobe PDF format. A site visit is scheduled for July 23, 2026 at 11:00 AM ET; attendee lists are due July 22. Questions are due July 28.

This solicitation is reissued due to technical responses that were required in addition to adhering to the FAR Overhaul under Commercial Services. A second site visit is scheduled and listed within the attached Amendment.
BACKGROUND INFORMATION
The Gaithersburg Site Effluent Treatment System is located on the south end of campus at the “E” Gate intersection at Center Drive. Built in the mid-1990’s, the system was designed to comply with Washington Sanitary Sewer Commission (WSSC) effluent discharge requirements. The system is centered around a large concrete tank (wet tank) that provides primary effluent treatment with a stir / chop agitator system PH monitoring and treatment.
Currently, the interior wet tank operational, structural, and life safety systems have rendered this system inoperable. Inspection has found the primary floor support has detached along the south side of the wet tank. This has caused for the aluminum grating to sag, and no longer safe for personnel entry. More, there are areas of the aluminum grate that have literally rotted away.
Further inspection revealed several issues.
Internal blowers to address the confined space ventilation requirements are inoperable and heavily corroded. The system internal heater is inoperable and heavily corroded. The motor and stir mechanism is seized. Additionally, the motor is electrically inoperable. The explosion proof electrical wiring and conduit is in very poor condition.
In general, the entire wet tank and systems needs to be renovated and brought back to operable condition. This requires a complete replacement of all tank components. This includes an entire new floor surface and all support members, safety blowers and heaters, new stir / agitation motor and shaft system, PH monitoring probes and data signaling, epoxy lining of the wet tank, lighting, electrical outlets, and demolition and replacement of all the explosion proof electrical wiring and conduit. Other work as required to conform to current regulatory requirements, as required.
PURPOSE
The Site Effluent Treatment System requires a complete rebuilding of all internal components to fulfill operational, regulatory, and life safety requirements.
PLACE OF PERFORMANCE
NIST Campus in Gaithersburg, Maryland.
