About this file
This document is Amendment A002 to a federal solicitation for a Site Effluent System project at NIST (National Institute of Standards and Technology), issued June 9, 2026, with an effective date of July 31, 2026. The amendment provides government responses to quoter questions and includes a Question and Answer attachment containing 20 inquiries with corresponding answers.
The solicitation (1333ND26RNB190022) pertains to effluent system work including tank component replacement, mixing vault electrical and piping updates, and pH sensor installation and tie-in. Key clarifications provided in the Q&A include: FRP grating and supports should be green floor with yellow ladders; all interior tank components must be explosion-proof due to methane gas concerns; PVC exhaust and intake air pipes require replacement; mixer support may use heavy gauge stainless steel instead of FRP; interior well piping requires full replacement while exterior buried piping is excluded from scope; organization charts, resumes (maximum two pages), and cover letters do not count against page limitations; project examples without completed CPARS or PPQ are acceptable if references are provided; SF 1449 is the correct form (not SF 1442); and the revised proposal due date is August 4, 2026 at the specified time on page 9 of the solicitation. The amendment confirms that contractors are not required to sign and return the Standard Form 30 document.

Q&A # Document Name / Attachment Number
Section and/or Page Number Offeror's Question NIST's Answer
1 Solicitation C.1
At the site visit, drawings of the existing system were shared. Can these be provided electronically so they can be utilized for subcontractor pricing? ( these are included at the end of the solicitation, but are too small to properly read)
Yes, these can be shared. The file exists as a PDF file. Your local printer will need the capability to enlarge.
2 Solicitation C.1 Is there a preferred color for the FRP grating and supports?
Green floor and yellow ladders
3 Solicitation C.1 Please confirm that all components utilized inside the tank are to be explosion proof.
Yes, due to possible methane gas and also serves to waterproof those curcuits.
4 Solicitation C.1 Is it acceptable for the mixer support to be aluminum, as an FRP support may not be strong enough to support its weight and vibration?
A heavy guage stainless may be better. The existing aluminum floor grating has significant degradation
5 Solicitation C.1 Are the PVC exhaust and intake air pipes to be replaced as well?
Yes
6 Solicitation C.1 Will an air balance report be required to verify the intake and exhaust air prior to project completion?
No
7 Solicitation C.1
Is there a make and model for the pH sensor? GF FLAT PH, PT1000, NPT, PH/ORP SUB
SNSR 3/4"T 3-2751-3, PH ELECTR BULB
WET-TAP 3-2756WTP. Most likely the first part
8 Solicitation C.1 Who will perform the final tie-in of the PH sensor to the monitoring panel?
If the awardee is qualified, that is the preferred option or another qualified contractor.
9 Solicitation C.1 Does the exterior ladder to the mixing manhole need replaced?
No
10 Solicitation C.1 The current PH sensor is operated pneumatically. Are the compressor and air lines currently operable, or should we plan to replace them as well?
Replace all interior well piping. Buried exterior piping is not in scope.
11 Solicitation C.2
The electrical for the mixing vault feeds from the Chemical Storage Building subgrade in conduits. Given the amount of corrosion on the electrical piping within the vault, we can assume the connections to the PVC exterior to the vault are also in poor condition. How many feet of excavation and conduit replacement should we assume is required?
Exterior buried electrical conduit and wiring is not in scope.
12 Solicitation Section L.2, ii Please confirm the Organization Chart is excluded from the page limitations.
Confirmed.
13 Solicitation Section L.2, iii For Planned project personnel and qualifications, are resumes acceptable?
Yes.
14 Solicitation Section L.2, iii If resumes are acceptable for iii, please confirm that they are excluded from the page limitations.
Yes, however please ensure resumes are no more than two (2) pages.
15 Solicitation Section L.2
Please confirm a project can still be used even if we do not have a completed CPARS or PPQ for it.
A project may be used without a CPARS or PPQ.
However, it is the Government's request that a reference be provided for that project and that the contractor ensure relevancy and demonstrated capability.
16 Solicitation Section L.2 Please confirm that the cover letter and table of contents do not count towards the page limitations.
Cover Letter and Table of Contents do not count against page limitations.
17 Solicitation Section L.2, V and Vi
Section V states to include three project examples.
Section Vi, list instructions for the Work Assignment narrative, and then mentions section V again, restating similar instructions. Please confirm that only three project examples are required to be included for the prime contractor.
Section vi: Please list all subcontractors and core qualifications for them / similar work
18 Solicitation Section L.2, Vi
Please clarify if proposed subcontractors are to be provided as part of the Section Vi Work Assignment requirements or if we are to list the subcontractors used for our three project examples.
YES.
19 Solicitation Section L.2 The instructions state to include a completed SF 1442, however, a SF 1449 was provided. Please confirm the SF 1449 is the correct form to include.
Confirmed.
20 Solicitation Section L.2
Please clarify the proposal due date. Section L.2 (page 4 of 21) states the proposal is due July 30, 2026, however, it is later stated that proposals are due on August 4, 2026 (page 9 of 21).
The proposal due date is August 4, 2026 at the specified time on page 9.
