The U.S. Army Corps of Engineers, Pittsburgh District, has a project that involves the site development of the Bush Recreation Area of the Loyalhanna Lake Dam project in Westmoreland County, PA.

The Site Development for Service Bridge Repair project will develop the Bush Recreation Area for the future Service Bridge Repair contracts. The future Service Bridge Repair contractors will need to access the bridge from the lake due to space constraints on the bridge. Thus, access to the lake is needed to launch a floating plant. This project will improve the Bush Recreation Area so that future contractors will be able to launch a floating plant into the lake.

The project work for improving the Bush Recreation Area will include the following items: Install erosion and sedimentation controls to contain sediments in stormwater runoff; Conduct geotechnical testing to identify in-situ soil properties; Clearing of trees and brush to prepare the area for the work; Demolition/removal of existing features such as roadway, vehicle gate, and boulders; Excavation of soils for installation of a new 12 ft. wide road; Grading out of excavated soils to re-align and widen the main access road to be 20 ft wide; Design and construction of a large block retaining wall to be used as a work pad area for future crane work; Install fencing and gates to separate the area from the public use area; and installation of a vehicle barrier gate and traffic control features to complete the roadway improvements.

The improvement to the main access road will shut down access to the Bush Recreation Area. The contractor will have to coordinate with the Corps of Engineers and Loyalhanna Township in order to facilitate the shutdown. Planning for the shutdown will likely include the need for temporary signage, traffic control during the work, and other means to ensure safe traffic flow during the work.

The magnitude of construction for this requirement is expected to be between $500,000 and $1,000,000.

This procurement will be 100% set-aside for HUBZone small business concerns. NAICS is 237990, size standard is $36,500,000. The Invitation for Bid (IFB) will be issued on or about July 17, 2015 online only through the Federal Business Opportunities website; therefore, requests for hardcopies of the specifications and drawings will not be honored.
