DLA Aberdeen anticipates the issuance of a Request for Proposal (RFP) on or about May 3, 2018 as described below.
This requirement is for the procurement of Battery Compartment for the AN/PNS-14 Monocular Night Vision Device. The proposed contract type will be a 5 year, Firm Fixed, Indefinite Delivery/Indefinite Quantity (IDIQ) supply contract.
This RFP is expected to be a 100% Small Business Set Aside.
The Government possess technical data and/or rights to technical data for manufacture for this NSN.

The technical data package (TDP) for this NSN is subject to the International Traffic in Arms Regulations (ITAR). All technical documents for SINCGARS include but not limited to, test plans, test reports, drawings and specifications contains information that is subject to the controls defined in the International Traffic in Arms Regulation (ITAR). This information shall not be provided to non- U.S. persons or transferred by any means to any location outside the United States Department of State.
A company wishing to receive the TDPs must have an active status in the Defense Logistics Agency Joint Certification Program (JCP). Once your company has been verified to have active status in JCP, we will upload the TDPs will be uploaded into AMRDEC Safe Access File Exchange (SAFE). You will then receive an e-mail from the AMRDEC SAFE site, https://safe/amrdec.army.mil/safe/, with a link to the package ID and a password. The TDPs may contain drawings in C4 format. DLA Land at Aberdeen anticipates issuing a Request for Proposal (RFP) on or about April 12, 2018 for a five (5) year, Firm-Fixed Price (FFP), Indefinite-Delivery/Indefinite-Quantity (ID/IQ) type contract, with an estimated maximum contract value of $19,265,734. The proposed action is for the acquisition of the Battery Compartment, NSN: 5855-01-523-4058, which is a component of the AN/PVS-14, Monocular Night Vision Device. This item provides power to the AN/PVS-14 through a single AA battery and contains two switches for operator control of the device. .
The estimated annual quantity required by the Government is 25,284 per year.
The Government possesses detailed drawings for the Battery Compartment and a performance specification for the AN/PVS-14. This acquisition will be set-aside for small business. Based on market research, this item is manufactured for military use only and is not commercial; therefore, FAR Part 15 will apply to this acquisition.
