About this opportunity

Naval Sea Systems Command intends to issue a Request for Quote on or about October 30, 2026 for Silver Reutilization and Account Maintenance Services, with a 30-day closing response period thereafter. The solicitation will be full and open competition under FAR Subpart 12.201, using RFQ number N0025327Q0001.

The requirement involves refinement of silver-bearing material recovered from Silver/Zinc and Silver/Chloride batteries to achieve 99.9% purity in bullion form. Annual volumes total approximately 1.35 million troy ounces across three service categories: High Silver Content (328,060 troy ounces), Low Silver Content (582,421 troy ounces), and Silver Account Maintenance (439,108 troy ounces). The government will pre-process batteries by disassembling and separating high-yield and low-yield silver-bearing materials into clearly labeled plastic barrels prior to shipment; small batteries such as AA-sized units will remain intact. Place of performance is Hawthorne, Nevada.

The contract will be an IDIQ with a five-year ordering period and Lowest Price Technically Acceptable source selection. Contract type is Fixed-Price with Economic Price Adjustment—Cost Index per FAR 16.203-4(d). The EPA clause establishes a base market index value of $75.00 per troy ounce using the London Bullion Market Association (LBMA) silver price, with adjusted service prices capped at 150% of the Base Service Price and no provisions for extraordinary market fluctuations.

Contractor responsibilities include all processing and account management, disposal of hazardous waste, completion within 60 days of receipt, and achievement of 75–90% minimum silver recovery rate. The contractor must maintain up to eight electronic accounts for Government-directed transfers to battery manufacturers and provide receipt confirmations within three days, account balance reports within three days of transfers, and quarterly progress reports. All material weighing requires verification by a contractor employee and neutral third-party observer.

NAICS 331492 applies with a small business size standard of 850 employees. PSC is P999.
