About this file

This is a Statement of Work for silver-bearing material refinement services required by the Naval Undersea Warfare Center Division, Keyport, located in Hawthorne, Nevada. The contractor must process expended Silver/Zinc and Silver/Chloride batteries to extract refined silver at 99.9% purity in bullion form. The estimated volume consists of 4 to 6 shipments annually, with individual shipments ranging from 13,000 to 95,000 pounds of silver-bearing material. The contractor is responsible for providing all facilities, equipment, materials, and labor necessary for the refinement process, as well as disposing of all hazardous waste in compliance with local, state, and federal environmental regulations. The contractor must maintain current federal, state, and local permits, certifications, and licenses throughout the contract period.

The contractor shall complete processing within 60 days of receipt and achieve a minimum silver recovery rate of 75%-90% of received net weight. The contractor must maintain up to eight electronic accounts for the Government to track refined silver credits, which will be transferred to Government-selected battery manufacturers as directed. Key reporting requirements include: (1) receipt confirmation within 3 days of material arrival (CDRL A001); (2) account balance reports within 3 days of any account transfer (CDRL A002); and (3) quarterly progress reports detailing account transactions (CDRL A003). All weighing of materials must be verified by a designated contractor employee and a neutral third-party observer, with both parties signing weight bills and processing documents. The Government will provide material safety data sheets and technical information with each shipment, while the contractor assumes responsibility for all processing and account management services with 100% accuracy required in all reported metrics.

2. Scope: The Contractor shall provide all facilities, equipment, materials, and labor to process the silver-bearing materials from expended Silver/Zinc and Silver/Chloride batteries and refine the recovered silver to achieve 99.9% purity. The Contractor shall dispose of the battery waste in accordance with local, state, and federal environmental laws and regulations.

3. Requirements:

3.1. The estimated number of shipments per year is 4 to 6 shipments with individual shipment weights ranging from 13,000 to 95,000 pounds of silver-bearing material.

3.1.1. Hazardous waste resulting from the reutilization process shall be disposed in accordance with local, state, and federal environmental laws and regulations.

3.1.2. The Contractor shall maintain current, throughout the contract period of performance, all permits, certifications and licenses required by federal, state, and local authorities to accept, transport, store, process and refine silver-bearing materials and handle the resulting hazardous waste.

3.2. Contractor shall provide reutilization services on silver bearing materials from Silver/Zinc and

Silver/Chloride batteries with various battery chemistry compositions. This material consists of Silver

Oxide plates, Zinc Oxide plates, Silver Chloride and Cadmium Oxide, but is not limited to only these hazardous materials. All explosive squibs will be removed by the Government prior to shipment; no explosive devices will be included in shipped materials.

3.2.1. The Government will ship the material to the Contractor’s facility and will facilitate shipping the material to the Contractor with technical information regarding the physical and chemical nature of the material to include possible hazards consistent with battery reutilization. Battery Material Safety Data

Sheets (SDS) will be provided for each shipment as an attachment to the purchase order and will identify all hazardous materials present in the shipment.

3.2.1.1. The Government will provide the following information for each shipment:

a) The total weight of materials packaged;

b) The total number of pallets in shipment;

c) The account number the refined silver is to be credited to.

d) Material Safety Data Sheets identifying all hazardous materials present

3.2.1.2. Contractor shall report receipt of Government property within 3 days after arrival of silver-bearing material shipment at Contractor’s processing facility. Report Government property in accordance with the “Management and Reporting of Government Property” clause of this contract.

3.2.1.3. Silver-bearing material to come from the following battery types:

a) Silver-Zinc with Mercuric oxide;

b) Silver-Zinc with Cadmium oxide Lead Oxide and Bismuth Oxide;

c) Silver Chloride;

d) Silver-Zinc

3.2.2. Contractor shall process silver bearing materials to extract 99.9% pure silver in bullion form.

Contractor shall credit bullion to a designated account in the name of the Naval Undersea Warfare Center

– Keyport Division. The Contractor shall maintain the credited bullion account until silver is needed for re-use. When requested by the Government, silver shall be transferred electronically to the specified account of a Government selected battery manufacturer.

3.2.2.1. The weighing of silver-bearing material receipts and shipments shall be accomplished by a specifically designated Contractor employee, along with an additional neutral third-party person. This neutral third-party person must not have been involved in the physical handling of the silver during the refining process. The names of both people shall appear on the weight bill and other processing documents, verifying that the shipment weights are accurate.

3.2.2.2. Processing of the silver-bearing material shall be completed and the silver available for transfer within 60 days after receipt of a silver-bearing material shipment.

3.2.3. Submit status report (CDRL A001) of materials received and processed at the Contractor’s facility to include:

a) The total unrefined weight of materials received;

b) The total silver content of materials received;

c) The number of troy ounces of 99.9% silver refined;

d) The account number and deposit information the silver was credited to

e) Name and title of designated Contractor account manager and neutral third-party observer.

3.2.4. The Contractor account manager will be the authorized point of contact within the Contractor's organization for all account updates (credits or debits of silver amounts). The Contractor account manager shall not be involved in the physical weighing of the silver or the double-checking of the weighing. All account updates must be signed off by the Contractor account manager and the neutral third-party observer, verifying the shipment weights are accurate
