About this file

This document is a Questions and Answers file for a Shuttle Services contract at Norfolk Naval Shipyard (NNSY) in Portsmouth, VA. Key details include clarifications about transportation routes, scheduling, and base access. The shuttle service will operate from 0500-1700 hours, with shift details left to the contractor's discretion. Parking will be provided in Lot 1 behind Buildings 51 & 74, and contractors will need to obtain DBIDS credentials specific to NNSY, even if they have credentials from another base. The contract will observe specific federal holidays, including New Year's Day, Martin Luther King Jr. Day, and Christmas Day, with minimal operations during holiday periods.

The related Sources Sought notice indicates this is a Firm Fixed-Price contract for shuttle services, anticipated to start September 2nd, 2025. The procurement is under NAICS code 485113 for Bus and Other Motor Vehicle Transit Systems, with a size standard of $32.5M. 1. We would need to see the details for all routes and transportation requirements so we could submit a complete and fair proposal. – We will post the maps with the solicitation.

2. Is the 0500-1700 schedule continuous or are there shifts for morning and evening? 12 hours exceeds allowed DOT drive time and would need to be broken into 2 shifts for each van, greatly increasing cost per vehicle, per day. – How the shifts are set would be left up to the discretion of the contractor with the understanding that the hours of 0500 to 1700 would be covered.

3. Will a parking area be provided for the shuttles to be kept on base? Yes – there is an area in Parking lot 1 behind Bldgs 51 & 74 which can be used for parking.

4. Request more detailed holiday/shutdown dates. Specifically major periods of shutdown around Christmas/New Years etc. Please see the below listing of Federal Holidays. NNSY no longer observes the Curtailment period between Christmas and New Years, however, I would expect the shuttle not to operate on Friday, December 26, 2025 and Friday, January 2, 2026.

5. If we use a transportation company that has DBIDS for another base, will they need another DBIDS for the Portsmouth base? Even if the contractors hold a current DBID’s credential, they will need to be vetted for NNSY by CNRMA before they can be granted access to the shipyard.

6. Can you advise if there is an incumbent for this service? Yes, there is an incumbent.
