About this opportunity

The National Oceanic and Atmospheric Administration seeks replacement and installation of a gate operator at the National Weather Service office in Shreveport, Louisiana, with quotes due June 8, 2026 at 12:00 PM EDT. This is a Total Small Business set-aside with an estimated cost range of $7,000 to $10,000, awarded on a Lowest Price, Technically Acceptable basis.

Place of performance is 5655 Hollywood Avenue, Shreveport, LA 71109. The contractor must replace the existing inoperative Ramset All-Secure gate operator with a new commercial-grade, heavy-duty slide gate operator featuring minimum travel speed of 12 inches per second and continuous duty cycle equivalent to or exceeding the existing system. The new operator must comply fully with UL 325 and ASTM F2200 safety standards, including monitored outdoor-rated photo-eye sensors or safety edges for entrapment protection. Critical integration requirements include seamless connectivity with the existing Aiphone IX intercom/access controller for remote opening capability and integration with existing loop detector modules for in-ground inductive loops and remote entry capabilities such as radio transmitters and keypads. The contractor must conduct comprehensive operational testing of safety reverse mechanisms, loop detection sensitivity, and manual override functionality, and provide basic operational and manual-override training to designated NWS staff upon completion.

Period of performance is 30 days from contract award, with work performed 7:00 AM to 5:00 PM Monday through Friday. Quotes must include technical data sheets, a narrative on megohmmeter testing and Aiphone IX integration, written confirmation of minimum one-year contractor warranty on labor and installation, and a copy of a valid Louisiana commercial contractor or electrical license. Pricing is firm-fixed-price inclusive of all labor, materials, equipment, travel, supervision, disposal, permits, testing, training, and incidental costs. NAICS code is 811310. Prevailing wage requirements apply per Louisiana Wage Determination 2015-5191, Revision 30. Offerors must maintain active SAM registration. Amendment 0001, effective May 28, clarified government responses to five submitted questions.
