The contractor must perform comprehensive operational testing of safety reverse mechanisms, loop detection sensitivity, Aiphone remote release, and manual override functionality, and provide basic operational and manual-override training to designated NWS staff upon completion. A minimum one-year contractor warranty on labor and installation is required, alongside the standard manufacturer warranty. The period of performance is 30 days from contract award date, with work to be performed between 7:00 AM and 5:00 PM Monday through Friday. The contractor is responsible for all compliance with local, state, and federal environmental, health, and safety regulations, obtaining all necessary licenses and permits, and must sign in and out daily. STATEMENT OF WORK WFO SHV Gate Operator
NWS WEATHER SERVICE OFFICE
STATEMENT OF WORK
FOR
The Replacement of NWS Shreveport Gate Operator
WFO Shreveport
5655 Hollywood Ave.
Shreveport, LA. 71109
Background:
The National Weather Service (NWS) Southern Region (SR), Weather Forecast Office (WFO) located in Shreveport, LA. needs to have the front entry gate operator replaced due to inoperability of the current gate operator.
Objective:
Replace the existing Ramset All Secure gate operator and include all necessary components to seamlessly integrate it with the current loop system, Aiphone IX entry controller, and remote entry capabilities.
Scope:
1.0 Equipment Removal and Disposal
● 1.1 Removal: Disconnect, dismantle, and remove the existing Ramset All-Secure Rail Drive gate operator, old loop detector modules, and all associated obsolete hardware.
● 1.2 Disposal: Properly dispose of all removed equipment and debris off NWS property in accordance with local and federal regulations.
2.0 Installation & System Integration
● 2.1 New Gate Operator Installation: Supply and install a new, commercial-grade, heavy-duty slide gate operator (e.g., equivalent to or exceeding the continuous duty cycle of the existing Ramset All Secure system, featuring a minimum gate travel speed of 12+ inches per second).
● 2.2 Power & Electrical: Verify existing 120VAC electrical service (voltage/phase) and connect the new operator to the existing power source. Install a new, dedicated, weather-proof electrical disconnect switch at the operator site if required by local code.
● 2.3 Safety Compliance & Entrapment Protection: Ensure the new operator and installation comply fully with UL 325 and ASTM F2200 safety standards for automated gates. The contractor shall supply and install a minimum of one (1) pair of monitored, outdoor-rated photo-eye sensors and/or safety edges complying with these standards to ensure complete entrapment protection.
● 2.4 System Integration & Access Control: * Intercom/Access System: Integrate the new gate operator with the existing Aiphone IX intercom/access controller to ensure seamless remote opening capability from inside the facility.
o Loop System: Supply and install new, compatible loop detector modules within the new operator housing. Test existing loop wires for proper resistance, insulation, and megohmmeter (megger) readings to verify integrity prior to connection. Connect and calibrate the new modules to the existing in-ground 4' x 10' inductive loops (safety, exit, and/or shadow loops) and fully test for operability.
o Remote Entry: Integrate existing remote entry capabilities (e.g., radio transmitters/receivers, clickers, or keypads) with the new operator.
3.0 Testing, Commissioning, and Warranty
● 3.1 Testing: Perform comprehensive operational testing, including safety reverse mechanisms, loop detection sensitivity, Aiphone remote release, and manual override functionality.
● 3.2 Warranty: Provide a minimum 1-year contractor warranty on labor/installation, alongside the standard manufacturer warranty on the new operator and parts.
● 3.3 Training: Provide basic operational and manual-override training to designated NWS staff upon completion.

STANDARD GUIDELINES
A. Compliance
The Contractor shall comply with all local, state, and Federal environmental, health, and safety regulations while conducting this work. In addition, the Contractor shall ensure that all work is following the applicable codes and be responsible for all licenses, permits and fees required to complete this project.
B. Disposal
The Contractor will be required to properly remove and dispose of all waste material in an environmentally friendly manner.

The Project shall follow the guidelines stated in the Statement of Work and any contractor provided quoted documents. All modifications must be submitted and approved by the Contracting Officer.
D. Hours of Operation
Work shall be performed between 7:00am & 5:00pm Monday thru Friday unless otherwise approved by the COR. Contractor agrees to observe all Federal Holidays, and any other day off work designated by Federal Statute, Executive Order, or Presidential Proclamation:
New Year’s Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, Christmas, Memorial Day, Presidents Day, Independence Day & Martin Luther King Day.
E. Facility Access
A Project sign in sheet shall be completed each day for all contractors, contractor employees and sub-contractors on site.
F. Government Contact
The Contracting Officer Representative (COR) will serve as the Government’s point of contact for all submissions.
G. Documents
The Government does not warrant that any documents provided as attachments to be free from discrepancies, ambiguities, errors, omissions, or changing conditions. It is the responsibility of the Contractor to confirm existing conditions and resolve discrepancies between documents.
GOVERNMENT PROVIDED MATERIALS AND/OR SERVICES
A. EXCLUSIONS:
Unless otherwise indicated elsewhere in this SOW, the Government will provide no data, materials, equipment and/or services to the Contractor. Any and all research required to fulfill the SOW described herein, shall be the responsibility of the Contractor. The Government retains the right to request the Contractor to acquire additional information on behalf of the Government.
